Should any bidder whose Proposal has been accepted by the Mayor refuse or fail to enter into the Contract and furnish the Contract Bond therefore as specified herein, the Mayor shall be entitled to collect on the said Proposal Guarantee Bond or deduct from the said check an amount equal to the excess of the Estimated Total Contract Price shown in the Proposal finally accepted over that contained in the Proposal of the originally accepted bidder.
