The following specifications and conditions shall serve as minimum requirements for professional cleaning services for the Littleton Town Offices, Reuben Hoar Library, Littleton Police Department, Littleton Department of Public Works, and Littleton Fire Department (hereinafter referred to as "the premises"). The Littleton Town Offices will be specified by Town Hall Main Departments, Park and Recreation (PRCE) Department, Elder & Human Services Department (EHS), and School Administration Department. (The reason for this separation is that a future change order will be requested with the PRCE, EHS, and School Administration departments' planned moves out of the Town Hall main building in 2025.) Attachment B (Pricing Proposal Form), in this RFP packet, includes two (2) pricing sheets: one for Cleaning Services and the other for Cleaning Supplies. The Town will consider proposals and negotiate whether all other cleaning supplies and materials will be furnished by the Town or the Contractor. All supplies, materials, and equipment must comply with applicable federal, state, and Town specifications and must also receive Town approval. Therefore, the contractor must furnish information regarding these items upon request. The Town reserves the right to mandate the use of non-allergenic cleaning chemicals by the cleaning contractor. Questions concerning this Request for Proposals must be submitted in writing to: Lisa Montgomery and Dianne Dickerson, Town Offices, 37 Shattuck Street, Littleton, MA 01460 or Email lmontgomery@littletonma.org and ddickerson@littletonma.org . All inquiries received seven or more days before the deadline will be considered. Written responses will be posted to the Town website and sent to all vendors who have registered for this RFP. If any changes are made to this RFP, an addendum will be issued and sent to all vendors who have registered as having requested the RFP. A Contractor may correct, modify, or withdraw a proposal by written notice received by the Town prior to the submission deadline. Proposal modifications must be marked with the proposer's name and contact information. The building is staffed Monday-Thursday from 8:30 am-4:00 pm and Friday from 8:30 am-Noon. Prior to the due time and date, proposals can be submitted via online. All proposals should be marked "Proposal for Professional Cleaning Services for the Littleton Town Buildings. Event Site walkthrough notes: t. After touring the Main Town Offices, the Park & Recreation (PRCE), the Elder and Human Services (EHS), and the School Administration, Contractors will continue to the Littleton Reuben Hoar Library located at 35 Shattuck Street, the Littleton Fire Department at 20 Foster Street, the Littleton Department of Public Works at 39 Ayer Road, and finally on to the Littleton Police Department located at 500 Great Road. Please note that a 2025 change order will be requested since three (3) departments, (EHS, PRCE, and School Administration) will be relocating from the main Town Office Building to new facilities. Additionally, the contractor must agree to provide all necessary equipment (including a HEPA vacuum cleaner) to satisfy the tasks outlined in Attachment A (Scope of Work). The Town shall provide paper towels, hand soap, toilet paper, and wastebasket/trash receptacle liners. The Town reserves the right to accept any bid in whole or in part, and to reject any and all bids if it shall be deemed in the best interests of the Town to do so. The Town reserves the right to reject any bid if the evidence submitted by, or the investigation of such Contractor, fails to satisfy the Town that such Contractor is properly qualified to carry out the obligations of the Contract and to complete the work contemplated therein. The investigations of a Contractor will seek to determine whether the organization is adequate in size and experience and whether available equipment and financial resources are adequate to assure the Town that the work will be completed satisfactorily. The amount of other work to which the Contractor is committed will also be a consideration in establishing that a contractor is a "responsible and eligible Contractor" in conformity with the requirements of the Contract.
