Site work and renovation of a civil project in Abilene, Texas. Conceptual plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The scope of the project entails a comprehensive assessment, and preliminary design of the integration of PFAS treatment technologies into the existing infrastructure of the City's three WTPs. The preliminary design should be tailored to align with the City's current Water Treatment Master Plan and existing WTP expansion projects. 1. Technology Evaluation and Selection: a. Assessing available PFAS treatment technologies suitable for integration into the current water treatment processes. b. Evaluating the effectiveness, efficiency, and cost-effectiveness of various treatment options. c. Recommending technology solutions tailored to the specific needs and challenges of each WTP. 2. Site Assessment and Design Considerations: a. Conduct a detailed assessment of each of the City's three (3) WTP sites: GWTP, NEWTP, and HWTP. b. Evaluate available space and infrastructure at each site to determine the feasibility of integrating PFAS treatment technologies. c. Considerations must be made to ensure that the new treatment systems will seamlessly integrate into the existing flow scheme of each WTP. 3. Report Creation: a. Develop a preliminary design report detailing the results of the site assessment. b. Discuss the pro and cons of each PFAS treatment technology, including its effectiveness in reducing PFAS to or below the current MCLs. c. Provide a preliminary design plan for each WTP that includes the recommended treatment technology options. d. Develop preliminary cost estimates for the PFAS treatment systems at each plant and their associated O&M costs. e. Develop a preliminary schedule for the full PFAS treatment systems construction. Deadline to Submit Questions: Consultants may submit written questions via email to Jeremiah Bihl, PE, Assistant Director of Water Utilities at Jeremiah.Bihl@abilenetx.gov until 3:00 PM on July 16th, 2024. All written questions must be clearly labeled and cite the Section(s) in the RFQ which forms the basis of the question The City of Abilene Reserves the Right to Reject Any or All Qualifications And to Award the Qualification Considered Most Advantageous to the City of Abilene The method of Contractor Selection has not been Determined at this time.
