Site work and outdoor lighting for a road / highway in Woodbridge, New Jersey. Conceptual plans call for site work for a road / highway; and for outdoor lighting for a road / highway.

Enclosed (See Attachment A) herewith is a Request for Expressions of Interest ("RFEOI") by the New Jersey Turnpike Authority (Authority) for professional engineering services required for Order for Professional Services ("OPS") Agreements, OPS No. P4215. The work to be performed under the referenced Order for Professional Services will consist of design services for detailed site-specific plans and specifications for (2) two construction contracts to replace all wooden poles and HPS lighting with aluminum poles and LED lighting. Work will also include eliminating all overhead wiring and constructing new underground infrastructure at various interchanges specified in the RFEOI Scope of Work. In accordance with N.J.A.C. 19:9-2.8(b), this OPS is considered a Complex procurement. Request for Technical and Sealed Fee Proposals August 12, 2024 Submittal of Technical Proposals September 2, 2024 Notify Consultant of Need for Presentation September 16, 2024 Presentation September 20, 2024 Recommendation to Award OPS October 2024 Notice to Proceed November 2024 Completion of Services May 2028 Administration Project Closeout June 2028 This Request for Expressions of Interest (RFEOI) sets forth the requirements and anticipated services for the Order for Professional Service Agreement for design services related to the following construction contracts for the Garden State Parkway: 1. Contract No. P200.825, Roadway Lighting Improvements at Various Interchanges, Milepost 151 to 172 and 2. Contract No. P200.826, Roadway Lighting Improvements at Various Interchanges, Milepost 115 to 149 The design services are for the development of contract documents which shall include detailed site-specific plans for construction, including the installation of new electrical infrastructure, including but not limited to, foundations, feeders, junction boxes, and load centers, at the interchanges, entrance and exit ramps specified and highlighted in Subsection B2 Scope of Services under area of work. This infrastructure will involve the replacement of all roadway lighting wooden utility-owned poles with aluminum poles and the upgrade of existing HPS (High-Pressure Sodium) to LED (Light Emitting Diode) luminaire. The consultant shall assess, evaluate, and coordinate all utility owned wood poles and overhead wiring with utility in terms of relocation, or elimination. The consultant is also required to establish and coordinate new electric service connections consisting of metering cabinets and disconnecting means for all new underground lighting infrastructure. Consultant shall consider site conditions, avoidance of environmental features, and constructability in their design and construction documents. See attachment B2, "Scope of Services" for details. A Qualified Firm, eligible to submit an EOI for this RFEOI solicitation, is one that has a current "Professional Service Prequalification Questionnaire" ("PSPQ") package on file with the Authority prior to submission of the EOI. A current PSPQ is one that has been on file with the Authority for no more than 24 months, or in certain cases for no more than 12 months. Prequalification is not required for subconsultants. Prequalification is required for Joint Ventures. A list of Qualified Firms eligible to submit an EOI for the above referenced assignment is attached (See Attachment B4). *Joint Ventures (*Qualified Firms interested in submitting an EOI as a Joint Venture must be prequalified as a Joint Venture with the Authority) that meet all Profile Code requirements are also eligible to submit an EOI. The Authority is seeking participation of Small Business Enterprises (SBEs) as subconsultants to the Qualified Firm that is awarded a contract under this RFEOI (the "Successful Qualified Firm"). The SBE project goal is 25%. The Authority has also adopted a Disabled Veteran Owned Business (DVOB) Enterprise Program (the "DVOB Program") pursuant to which the Success Qualified Firm must make a good faith effort to award at least three (3) percent of the assignment to DVOBs, all as more fully described in this RFEOI. See Attachment "C", Subsection C12, "Small Business Enterprise/Disabled Veteran-Owned Business Programs". Question Deadline 07/17/2024 Inquiries pertaining to this multi-project RFEOI are to be directed in writing to Antwan Malek, via e-mail at malek@njta.com with a copy to Gabrielle Coleman, via e-mail at gcoleman@njta.com. The subject line should read EOI Inquiry". The Authority will respond to all written inquiries received by the deadline. Each inquiry will be stated, and a written response provided. Responses will be posted on the Authority's website under Doing Business, Current Solicitations on or before July 18, 2024. Access to Kiteworks will be provided to the Qualified Firms via e-mail. Reference materials (preliminary plans, studies, reports, etc.) for this RFEOI will be made available for review in the "Reference Materials" folder.
