The City reserves the right to extend the proposal submittal date if needed. It is the responsibility of the proposer to be properly recorded as a proposer of record with the City for purposes of receiving clarifications, addenda or other pertinent information Consultant shall, at Consultant’s sole cost and expense, keep in effect at all times during the term of this Agreement any licenses, permits or other such approvals which are legally required for performing the Services. Such laws include, but are not limited to, the California Prevailing Wage Law, California Labor Code section 1720 et seq. Because the services described in Exhibit A include “work performed during the design and preconstruction phases of construction including, but not limited to, inspection and land surveying work,” the services constitute a public works within the definition of section 1720(a)(1) of the California Labor Code. It is the intent for top qualified consultants identified by the Request for Qualifications (RFQ) process to be kept on a pre-qualified list for consideration for future City studies, designs, construction management and other efforts. The RFQ process meets the City’s procurement policy requirements for competitive firm selection, and the typical process would be for the City to request a proposal from a single consulting firm or up to three firms on the list with the intent of negotiating and executing an agreement to perform the professional services. The selected firm or firms for a specific project shall be prepared to provide a scope of services and proposed fee promptly at that time (within 2-3 weeks of the City request). The consultant list is to be maintained and valid for a period of between one and five years. Prospective consultants are advised that no obligations or commitments are incurred by the City in soliciting these statements. Additionally, the City can choose to reissue the RFQ at any time or conduct an RFP process for specific projects Provide necessary planning and environmental analysis; provide engineering design services, including, but not limited to, the preparation of working drawings, specifications, cost estimates, and contract documents; provide construction management services, provide hydraulic modeling of the City’s water, sewer and/or storm water systems, provide assistance in meeting Federal, State and local program requirements including but not limited to the MS4 Permit, Drinking Water, and Sewer Collection system permit, and assisting the City with construction program administration.
