The requested traffic engineering services and responsibilities may include, but are not limited to the following: o Analysis of corridors for traffic improvement recommendations (traffic calming evaluations and recommendations) The City currently has several major corridors that are in need of traffic calming evaluations and recommendations. The selected Consultant will be responsible for any traffic studies needed, review of data, evaluation of data and recommendations to be presented to the City TAC, BOMA and/or HOA. o Review and/or preparation of Traffic Impact Studies ("TIS") for development applications (to include data collection, criteria, review and evaluation summary to identify developer obligations for project approval and will be included with staff reports for the applicable development) When City staff determines a TIS is required for a development application, the selected Consultant will meet with the development team to initiate the project and formulate a clear understanding of the project requirements (scope, schedule, communication protocol and cost of services). The development team's traffic engineer or the City's selected traffic Consultant will prepare a Memorandum of Understanding (MOU) based on the initial meeting. Additional meetings, as needed, may be held with the City staff and/or development team at which the Consultant will provide the recommendation from the TIS review for inclusion into the City's staff report. Project meetings will be held at City offices or another location agreed upon by all parties. The development team's traffic engineer or the City's selected traffic Consultant will prepare agendas for and schedule all meetings. The City's selected traffic Consultant may be asked to attend City Planning Commission and/or Board of Mayor and Aldermen meetings when the project is up for approval. The developer will be required to utilize the City's selected traffic Consultant as a third party reviewer for any needed TIS. Additionally, the City reserves the right to require the TIS be completed by the City's selected traffic Consultant if the City deems the development may be controversial or determined it is in the best interest of the City. Payments will be made directly from the developer to the selected Consultant. Final approval of development applications may be delayed until payment for the TIS has been made. Project Team o Name of firm indicating contact person for the firm including address, email and telephone/fax information. o List of the key staff member names, assignments and resumes, with a maximum of one page per staff member. o Proof of professional license to practice engineering in the State of Tennessee. Understanding/Methodology/Approach o Summary of design approach/methodology utilized to complete project. Relevant Project Experience o Listing of a minimum of three (3) projects showing relevant experience with similar scope and magnitude completed by the firm within the last five (5) years, including reference contact information. If both parties agree to the existing terms and agreement, the contract can be renewed for two (12) month options. Once approved by the City's BOMA, the selected Consultant will be required to enter in to a Professional Services Agreement with the City and adhere to all regulations stated in the RFQ. The cost of preparing, submitting and presenting a proposal is the sole expense of the Consultant. The City of Spring Hill reserves the right to reject any and all proposals received as a result of this solicitation, to negotiate with any qualified source, to waive any formality and any technicalities or to cancel the RFQ in part or in its entirety if it is in the best interest of the City. This solicitation of proposals in no way obligates the City to award a contract. The method of Contractor Selection has not been Determined at this time
