Site work and new construction of a water / sewer project in Orlando, Florida. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.

Orange County, Florida, henceforth referred to as the County is accepting sealed bids for Storey Park Master Pump Station A new Master Pump Station (MPS) constructed to provide wastewater transmission capacity and improve the hydraulic conditions in the OCUD East Service Area. The MPS will be located on a 0.66-acre parcel owned by Orange County and within the Storey Park residential development. The MPS will be a reinforced concrete wetwell split into three, equally sized compartments (Wetwell 1, 2 and 3). Each wetwell will house up to three submersible pumps. An initial design pumping capacity is 4,500 GPM (6.5 MGD) and a future pumping capacity of approximately 10,000 GPM (14.4 MGD). The Estimated Cost for this project is $18,778,000 Question Deadline 07/29/2024 at 5:00 PM ET. The question and answer module online IS being utilized for this solicitation. Answers for timely questions will be addressed electronically or as an addenda to this solicitation depending on volume, participants are encouraged to subscribe as a follower and monitor all notifications. Beyond questions and answers, any and all modifications, clarifications, interpretations and supplemental instructions will be in the form of a written addendum which, if issued, will be available for obtain. All addenda and questions/answers so issued shall become part of the Contract Documents and receipt shall be acknowledged as specified herein. The County will award one Contract for this requirement. The Board of County Commissioners, in its sole discretion, reserves the right to reject any and all bids and to waive any informality concerning bid proposals whenever such rejection or waiver is in the best interest of the County. The ability of a Respondent to obtain a performance bond and a payment bond shall not be regarded as the sole test of such Respondent's competency or responsibility. Nothing contained herein shall place a duty upon the County to reject bids or award a Contract based upon anything other than its sole discretion as described herein. When more than one method of work is prescribed in the solicitation with separate pricing allowed for each method, the County will select the method determined to be in its best interests, price and other factors considered. A Bid, Payment and Performance Bond are a requirement when the offer/contract amount exceeds $100,000. Respondents shall attach an electronic copy of their bid bond for responsiveness. Submission of the bid bond, along with a certified and effectively dated copy of the power of attorney, shall be completed and signed by all required parties and submitted on the form provided in the solicitation. Submittal of a bid bond less than 10% of the total estimated contract amount for base period, shall result in the bid being deemed non-responsive. In order to be acceptable to the County, the Surety company issuing the Bid Bond shall meet and comply with the minimum standards described in #Bond Requirements, "Qualifications of Surety Companies". Failure to submit a Bid Bond from a Surety Company meeting these minimum standards shall result in rejection of the offer. Should the Contractor fail to substantially complete all Work under this Contract and make the project available for beneficial use on or before the date stipulated for Substantial Completion (or such later date as may result from extension of time granted by County), he shall pay and/or the County may retain from the compensation otherwise to be paid to the Contractor, as liquidated damages, the sum of $500.00 for each consecutive calendar day that terms of the Contract remain unfulfilled beyond date allowed by the Contract, which sum is agreed upon as a reasonable and proper measure of damages which County will sustain per diem by failure of Contractor to complete work within time as stipulated; it being recognized by County and Contractor that the injury to County which could result from a failure of Contractor to complete on schedule is uncertain and cannot be computed exactly. In no way shall costs for liquidated damages be construed as a penalty on the Contractor. For each consecutive calendar day that the work remains incomplete after the date established for Final Completion, the County will retain from the compensation otherwise to be paid to the Contractor the sum of $500.00. This amount is the mutually agreed upon minimum measure of damages the County will sustain by failure of the Contractor to complete all remedial work, correct deficient work, clean up the project and other miscellaneous tasks as required to complete all Work specified and this amount of liquidated damages is in addition to the liquidated damages prescribed above for failure to timely achieve Substantial Completion. Work shall start at the project site within fourteen (14) days of the effective date of the Notice to Proceed. Substantially complete in seven hundred twenty (720) consecutive calendar days from date of Official Notice to Proceed. Final completion in seven hundred eighty (780) consecutive calendar days from date of Official Notice to Proceed. The goals for work force employment levels are 18% minority and 6% women.
