PROJECT NO.: U000-129-252, P101, C501 / UPC 113566, 4110 Elizabeth Campus Greenway - Kime Lane to Idaho Street The work of the Project generally consists of construction of a new shared use path and sidewalk within the Elizabeth Campus area of Roanoke College. Work incidental to the project includes: demolition and removal; clearing & grubbing, earthwork and erosion and sediment control; sub-grade/sub-base; concrete curb; aggregate base course and asphalt pavement; striping; new storm drainage inlets; all as shown on the project drawings. sealed envelope clearly marked on the outside with the company's name and Attn: Purchasing Department - ITB # 2025-006 - Elizabeth Campus Greenway - Kime Lane to Idaho Street. Bids must be accompanied by a bid guarantee as specified in the Instructions to Bidders MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President's Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President's Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the President's Executive Order 13658 regarding minimum wages on federal funded construction contracts, the Civil Rights Act of 1964, the Davis-Bacon Act, and Section 436 of P. L. 113-76, American Iron and Steel. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin. The City of Salem does not discriminate against faith-based organizations. It is the policy of the Virginia Department of Transportation that Disadvantaged Business Enterprises (DBE) as defined in 49 CFR Part 26 must have the maximum opportunity to participate in the performance of federally funded contracts. A list of DBE firms certified by the SBSD and MWAA is maintained on SBSD's website under the DBE Directory of Certified Vendors. Contractors/consultants are encouraged to take all necessary and reasonable steps to ensure that DBE firms have the maximum opportunity to compete for and perform services on contract, including participation in any subsequent supplement contracts. If the contractor/consultant intends to subcontract a portion of the services on the project, the contractor/consultant is encouraged to seek out and consider DBEs as potential Sub-contractors/sub-consultants. The contractor/sub-contractor is encouraged to contact DBEs to solicit their interest, capability and qualifications. Any agreement between a contractor/consultant and a DBE whereby the DBE promises not to provide services to other contractors/consultants is prohibited. The DBE contract goal for this procurement is Six (6) Percent.
