**The owner has selected a Design Builder. A timeline for construction has not yet been established. The purpose of this RFQ is to identify and shortlist qualified design-builders who have the expertise, experience, and capacity to undertake the design and construction of the AFNWA Headquarters Building. This RFQ is the first stage in a two-stage procurement process. The information provided by respondents will be used to evaluate their qualifications against the criteria outlined in this document. Based on this evaluation, a shortlist of up to four qualified respondents may be invited to submit detailed proposals in response to a subsequent Request for Proposals (RFP). The number of shortlisted respondents may vary, allowing flexibility to shortlist only two if the remaining submissions do not meet the required standards or to include a fourth if the third and fourth rated respondents are closely matched. The ultimate goal of this process is to select a design-builder who will deliver an innovative, energy-efficient, and operationally effective headquarters building within the established budget and timeline.
