The City may waive any informalities or immaterial irregularities, as authorized by applicable law, or reject any and all bids. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. No bidder may withdraw their bid after the hour set for the opening thereof or before the award of contract, unless said award is delayed for a period exceeding sixty (60) days. The City reserves the right to extend the time for receiving and opening bids. If the time is extended, notice of the extension(s) will be given prior to the originally specified due date to each entity which has been furnished the Contract Documents by the City. Each Bid submitted shall constitute an offer to the City and shall be irrevocable for the period specified on the Bid Form. All bid proposals shall be accompanied by a bid proposal deposit in a cashier's check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Ellensburg. The engineer's estimate for the project is $400,000 to $500,000, plus tax (if applicable). *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The project consists of furnishing all labor, materials, equipment, and other miscellaneous items to remove existing sidewalk, curb and gutter, pavement, subgrade; prep subgrade, place and compact top course, construct cement concrete curb, gutter, sidewalk; curb ramps, and drive approaches; install asphalt.
