PRE-BID MEETING: N/A The Clinton County Road Commission (CCRC) is requesting research proposals from entities ("Submitters") interested in the laboratory evaluation of devulcanized rubber (DVR)-modified bitumen and asphalt for roadway improvements to the Airport Road, between Grand River Avenue and Herbison Road, in Clinton County (Project). The CCRC is implementing an innovative project to develop a scalable production method for DVR-modified asphalt binders. Integrating recycled tire rubber into Hot Mix Asphalt (HMA) pavements has demonstrated significant performance benefits, including enhanced durability, strength, and flexibility. These benefits contribute to increased longevity and reduced maintenance costs for HMA pavements. Previous projects have shown that DVR-modified HMAs outperform traditional mixtures using styrenebutadiene-styrene (SBS) polymer-modified asphalt binders. The DVR-modified pavement retained a noticeably "blacker" surface, indicating reduced environmental deterioration and slower aging processes. Despite these promising results, scaling up the production of DVR-modified binders for widespread use in local agency projects has faced challenges, particularly due to the high-volume requirements of petroleum terminals. This project aims to overcome these challenges by developing a scalable production method for a modified binder that meets the performance grade (PG) specifications recognized by the Michigan Department of Transportation (MDOT). . Replicate the successful DVR-modified binder recipe used in the past and adjust the blending protocol using portable equipment to achieve the desired properties. 2. Conduct comprehensive laboratory testing of the DVR-modified HMA mixtures to evaluate their performance characteristics, such as resistance to rutting, thermal cracking, and fatigue. Utilize the Mechanistic-Empirical Pavement Design Guide (MEPDG) to predict the long-term performance of these mixtures. 3. Perform a life cycle analysis (LCA) and life cycle cost analysis (LCCA) of the DVR-modified HMA mixtures to assess their environmental and financial benefits over traditional mixtures. The analysis will consider material extraction, manufacturing, construction, and maintenance activities. 4. Implement a monitoring program to evaluate the real-world performance of DVR-modified HMA pavements over time. This will include periodic visual inspections and ongoing evaluation to facilitate MDOT acceptance and the routine specification of DVR-modified HMA mixtures.
