Sealed bids will be accepted by Los Angeles County Public Works, Project Management Division III, for the removal and replacement of guardrails, and the performance of other appurtenant work under Project ID No. RDC0016468, Big Pines Highway, et al. - Guardrail Replacement On-System (2020 Bobcat Fire), in the unincorporated communities of Littlerock/Juniper Hills and Llano. Project Limit: Big Pines Highway @ MM 1.22; Big Pines Highway 700' E/O MM 1.22; 106TH Street East 800' S/O MM 24.90; Tumbleweed Road MM 0.35 (Pallet Creek, BR No. 3578). Removal and replacement of guardrails, and the performance of other appurtenant work. Pursuant to State Public Contract Code section 3400, the Board of Supervisors made a finding that the in-line terminal systems are designated by specific brand name to fit current field conditions (from a limited number of Caltrans approved end treatments). The project Plans and Specifications designate in-line terminal systems to be manufactured by Road Systems, Inc. The work shall be done in accordance with the Plans and Specifications on file and open for inspection at Public Works. The work is estimated to cost between $270,000 and $405,000 and shall be completed in 25 working days. The prime contractor shall possess a valid California Class A or C13 contractor's license. Each bid must be accompanied by a surety bond payable to County of Los Angeles in an amount equal to at least 10 percent of the bid to guarantee that the bidder will enter into the contract if it is so awarded. The successful bidder will be required to submit a Faithful Performance bond, payment bond, and liability and worker's compensation insurance with the contract. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations All persons performing the work shall be paid not less than the General Prevailing Wage Determination prepared by the Director of Industrial Relations pursuant to the State Labor Code. Copies of these wage rates are available at Public Works. Furthermore, minimum Davis-Bacon Act Wage Determinations for this project as predetermined by the Secretary of Labor (Federal) are set forth in the Special Provisions. The contract, if awarded, will be awarded to a responsible contractor with the lowest responsive bid; however, the Board of Supervisors reserves the right to reject any and all bids. Due to the requirements of the use of Federal funds on this project, no Local Small Business Enterprise preference will be applied to this project as defined in County Code 2.204. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The work shall be done in accordance with the Plans and Specifications on file and open for inspection at Public Works.
