Humphreys County Utility District (Owner) Humphreys County, Tennessee 8" Natural Gas Line Relocation on Bakerville Road Over Duck River LM 15.71 The Project includes the following Work: furnishing and paying for all materials, labor, tools, services, and equipment to construct approximately 2538 LF of 8" high pressure steel natural gas transmission line and other appurtenances complete in every detail and ready for the beneficial use by Humphreys County Utility District (HCUD) as specified herein and/or indicated in the contract drawings. This contract will consist generally of, but shall not be limited to, the following items: erosion control including compliance with the existing ARAP, traffic control, construction of natural gas transmission line by open cut method and by bore/HDD method under the Duck River, fittings, testing, coordination with the Owner, property owners, and other contractors on site, purging and removal or retirement of existing lines as indicated in the drawings and directed by the Owner, surveying, layout, finish grading, respreading topsoil, and site cleanup. Project shall also include all costs of clearing rights-of-way and easements as required to construct the natural gas pipeline. Instructions to Bidders For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Each bidder must deposit with his bid, security in the amount, form, and subject to the conditions provided in the Instructions to Bidders and other bidding documents. Any bid received after the scheduled closing time for receipt of bids will be returned to the bidder unopened. Bids will be required to remain open for acceptance or rejection for sixty (60) calendar days after the date of opening bids. THE RIGHT TO REJECT ANY OR ALL BIDS AND TO WAIVE TECHNICALITIES IS RESERVED BY THE OWNER. ANY BID SUBMITTED WITHOUT HCUD PRE-QUALIFICATION WILL RESULT IN THE CONTRACTOR'S IMMEDIATE DISQUALIFICATION FROM THE BIDDING PROCESS. All Bidders must be licensed Contractors as required by the Contractor's Licensing Act of 1976, ITCA Title 62, Chapter 6. No bid will be opened unless the sealed envelope containing the bid provides the contractor's license number, date of license expiration, and that part of the contractor's classification applying to the bid. In the case of joint ventures, this information must be provided by all parties submitting the bid. No award of any contract will be made to any firm or individual that is currently debarred by the State of Tennessee or the Federal Highway Administration.
