Site work and paving for a mixed-use development in Parkersburg, West Virginia. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
As of August 13,2024, project was awarded to LAKECREST CONSTRUCTION LLC, but awarded amount is not available. Scope of Work All work shall be performed as indicated on plans and specification and include every aspect of work as obvious or implied and necessary to make work complete and fully operational. The general scope of work for this project is as follows: Remove and excavate existing road verge and sidewalk from the 1600 block of 19th street between Oak Street and Plum Street one side at a time. Pedestrian traffic shall be detoured to the other side of the road while under construction and two-way vehicular traffic always maintained to the minimum extent possible. Removal of road verge will serve as additional space for on street parking. Concrete shall be placed from the face of existing curb line to the face of the proposed curb line. Additionally, sidewalk and curb construction shall follow the typical section and drawings provided. To avoid relocating utility poles, the contractor shall construct a wider sidewalk area as detailed in the drawings. Water valves and meters that need adjusted within project limits shall be coordinated with the Parkersburg Utility Board. Driveway access is to only be blocked for short durations and temporary stone shall be placed at the completion of each construction day to avoid accessibility issues. If possible, driveway construction shall be done in parts. All gas valve or meter adjustments if any shall be coordinated with Hope Gas. All questions must be made in writing and emailed to Adam Stout, PE at adam.stout@parkersburgwv.gov Only One Proposal May Be Submitted by Each Respondent Unless There Are Alternate Bid Specifications Included in the Proposal. Each bid shall contain the full name and address of every person, firm or corporation interested in the same, and if a corporation, the name and address of the President and Secretary. Each bidder shall require a Certified check, bank draft or acceptable surety bid bond in the amount equal to five percent (5%) of the bid. The Finance Director reserves the right to reject all bids or parts of bids for any one or more supplies or contractual services included in the proposed contract, when the public interest will be served. E.E.O. Clause statements apply to this purchase order. The City of Parkersburg Does Not Discriminate on the Basis of Disability Tn the Admission or Access to, or Employment in, Its Programs or Activities. Unless this contract is exempted by Rules and Regulations of the Secretary of Labor, there is incorporated herein by reference paragraphs (1) through (7) of the contract clause set forth in Section 202 of Executive Order 11246: Section 402 of the Veterans Readjustment Assistance Act of 1974 and Section 503 of the Rehabilitation Act of 1973. This proposal submitted by the bidder to the City of Parkersburg will be accepted or rejected within a period of sixty (60) days from the bid opening date. The City reserves the right to reject any or all bids, to waive technicalities, and to request a re-bid on the required material. If more than one item, prices shall be quoted on the units requested. However, each item shall be considered a separate bid and the City of Parkersburg reserves the right to award the contract on each item separately or on all items as a whole or any combination thereof. Bidders whose proposal is made on an "All or None" basis must clearly state such fact in the proposal. Contract shall be awarded to the lowest responsible bidder. In determining the lowest responsible bidder, in addition to price, the Purchasing Director shall consider: A. The ability, capacity and skill of the bidder to perform the contract or provide the services required; B. The character, integrity, reputation, judgement, experience and efficiency of the bidder; C. The quality of performance of other contracts or services; D. The sufficiency of the financial resources and ability of the bidder to perform the contract or provide the services; E. The ability of the bidder to provide future maintenance and service for the use of the subject of the contract. The work which the Contractor is required to perform under this Contract shall commence at the time stipulated by the City in the notice to proceed to the Contractor and shall be completed within NINETY (90)calendar days thereafter.
