Renovation of a mixed-use development in Parkersburg, West Virginia. Completed plans call for the renovation of a educational facility; and theater / auditorium.
Wood County Schools is requesting bids for the following: Prep and Paint Blennerhassett Middle School and Auditorium. The Auditorium painting Alternate #1. Bidders should request floor plans to accurately bid this product. Any work not completed by August 17th, 2024 has to be completed on evenings and/or weekends. Blennerhassett Middle School 1. Remove base board in hallways. 2. Hallways and Art Room- CMU walls need caulked then apply 1 full coat of Sherwin Williams Extreme Bonding Primer. Then apply 2 full coats of Sherwin Williams Pre-Catalyzed Epoxy. 3. Metal Panel Walls- Sand walls to remove loose paint and to ensure adhesion. Apply 1 full coat of Sherwin Williams Extreme Bonding Primer, then apply 2 full coats of Sherwin Williams PreCatalyzed Epoxy. 4. Door Frames and Windows on Hallway Walls- Sand metal frames to ensure adhesion. Apply 1 full coat of Sherwin Williams Extreme Bonding Primer, then apply 2 coats of Sherwin Williams PreCatalyzed Epoxy. 5. Wood Panel Doors- Sand and clean then apply 1 coat of Sherwin Williams Stain to match existing and apply 2 coats of Sherwin Williams Polyurethane. 6. Bronze Trim- Sand and clean trim then apply 1 full coat of Sherwin Williams Extreme Bonding Primer. Apply 2 coats of Sherwin Williams Pre-Catalyzed Epoxy. 7. Apply New Vinyl Cove Base in Hallways and Art Room. Auditorium 1. Remove Existing Vinyl Base 2. Cover Wood Wall, Floor, Seats, Stage & Curtains 3. Remove seats as needed to erect scaffolding 4. Patch drywall and remove defective plaster and patch using Structo-Lite Plaster Material. Also repair Splatter coat on ceiling where previously applied using like materials. 5. Spot Prime patches using Sherwin Williams Pro Mar 200 Primer 6. Apply 2 coats of Sherwin Williams Pro Mar 200 Eggshell on walls and ceilings 7. Frames- Sand and clean then apply 1 full coat of Sherwin Williams Extreme Bonding Primer. Apply 2 full coats of Sherwin Williams Pre-Catalyzed Epoxy. 8. Wood Panel Doors- Sand and clean then apply 1 full coat of Sherwin Williams Stain to match existing. Apply 2 full coats of Sherwin Williams Polyurethane. 9. Install New Vinyl Base After the bid opening, the bids will be compared as to quality, thoroughness, and cost by a representative of the Wood County Schools (hereinafter referred to as the "Owner"). All bids must be accompanied by a Bid Bond, executed by the Bidder and an acceptable Surety, in an amount equal to 5% of the bid. If required, the successful bidder shall submit a Performance and Material Bond within ten (10) calendar days of award notification. Failure to submit a Performance Bond nullifies the Bid. The successful bidder shall ensure that all employees and applicants for employment are not discriminated against because of race, creed, color, sex, or national origin. No bidder may withdraw his bid within thirty (30) days after the bid opening. The Owner reserves the right to conduct such investigation as necessary to determine the responsibility of a bidder, to waive all the informalities in the bidding process to the extent permitted by law, to reject any or all bids, and to make selections from the bids that are solely in the best interest of the Owner. Pursuant to Chapter 21 - Article 11 of the "West Virginia Contractor Licensing Act" all Contractors doing business in West Virginia must be licensed to perform work in the State. The Contractor's WV License number shall be affixed to all submitted construction bids and fully executed and binding construction contracts and agreements. Question Deadline 07/26/2024 at 1:00 PM ET The person submitting a request shall be responsible for its prompt and actual delivery. All questions and inquiries should be submitted in writing via email to Ashley Brown, Purchasing Director, at ashley.m.brown@k12.wv.us. Answers, citing the question asked, will be distributed by email simultaneously to all known prospective bidders. If any person contemplating submitting a bid for the proposed project is in doubt as to the true meaning of any part of these contract documents, he/she shall submit a request for clarification to the Purchasing Director (see Invitation to Bid for contact information). Please be advised all questions must be received. No answers to inquiries will be addressed after the deadline. (Note: Written requirements in the Bid or its Amendments are binding, but any oral communications between the Owner's designee and bidder are not.) If it becomes evident that this Bid must be amended, a formal written amendment will be emailed to all known prospective bidders. If necessary, a new due date will be established.) The clarification will be made only by addenda duly issued by the Owner or Designee, and a copy of such addenda will be emailed to each party known to have received a set of the Bid documents. Rejection of Bids A. The Owner shall have the right to reject any or all bids and to reject a bid not accompanied by the required bid security or by other data required by the bidding documents or to reject a bid which is in any way incomplete or irregular. B. The Owner shall have the right to reject a bid based on a bidder's past work practices (with the Owner and/or other firm/government agency). In addition, any judgments or complaints against a bidder shall be cause to reject a bid. C. The Owner shall be the sole determiner as to bid acceptance or rejection. Award of Contract: A. It is the intent of the Owner to award a contract to the lowest responsible bidder to include timeline completion provided the bid has been submitted in accordance with the requirements of the bidding documents, does not exceed the funds available, and there have been no findings of irregular or unsatisfactory work practices performed by the contractor on a past job(s). The Owner shall have the right to waive any informality or irregularity in any bid or bids received and have the right to accept the bid in whole or in part which, in his/her judgment, is in the school system's best interest. B. The contract shall be deemed as having been awarded when formal notice of award has been duly served upon the intended awardee (i.e., the bidder) and/or issuance of the Owner's purchase order for said contract work. The contract shall be considered initiated at the issuance of a Purchase Order. Substantial completion shall be 30 days after the issuance of the Purchase Order. The contractor who has not substantially completed the project and vacated the premises by the above stated completion date shall be subject to Liquidated Damages in the amount of $150 dollars per day.
