The Wood County Schools Purchasing Department is soliciting bids for the spraying of fence lines, building perimeters and retention ponds around all school facilities. The bid will be awarded on the basis of the lowest and best bid from the most responsive and responsible bidder, which meets specifications. Consideration is given to the specific quality of the product, conformity to the specifications, suitability to school needs, delivery terms, service and past performance of the vendor. A responsive bidder is defined as a person or firm, which has submitted a bid/proposal, which conforms in all material respects to the invitation to bid or request for proposal. A responsible or qualified bidder means a person or firm with the capability, in all respects, to perform fully the contract requirements and the integrity and reliability to assure good faith performance. Failure to provide information to determine responsibility in response to a condition of a bid/proposal requiring information may be cause for such bid/proposal to be rejected. Renewal Option: This Contract may be renewed annually (starting July 1) for a period that may not exceed three (3) years. The compensation for the renewal term shall be determined prior to renewal of this contract and is subject to approval by the Wood County Schools Board of Education. Further, renewal of this contract is contingent upon a determination by the Wood County Schools Board of Education that the services have been satisfactorily performed, that the services are needed and upon availability of funds. A performance bond in the amount of $1,000.00 issued by a bonding firm of good reputation and properly licensed to do business shall be required of the successful bidder or bidders before services begin. Said performance bond shall be forfeited in the event of failure to comply with requirements specified herein. Questions shall be submitted to Martin Best at martin.best@k12.wv.us . The Wood County School System reserves the right, at its sole discretion, to accept or reject any and all bids and to waive informalities or irregularities when it is in the best interest of the Board to do so.
