NJ TRANSIT is requesting Proposals from qualified firms to design, build, install and replace the current Newark International Airport (EWR)/Secaucus faregates with new faregate technology to better service riders, decrease security risks for fare evasion, control the flow of daily traffic, and obtain acceptable repair & maintenance procedures and timelines. All firms submitting Proposals for this project must have related experience of a similar magnitude. NJ TRANSIT is requesting Technical and Cost Proposals from firms with the intention of awarding a contract to the firm whose qualifications and Proposal that provides the best value to NJ TRANSIT, price and other factors considered. Background information, project description, scope of services, instructions for Proposers, and evaluation criteria can be obtained by online NJ TRANSIT will not award a contract unless the Proposer has provided to NJ TRANSIT a valid business registration certificate issued by the Division of Revenue and Enterprise Services within the Department of the Treasury as required by N.J.S.A. 52:32-44 for itself and any Subconsultant(s). In addition, Subconsultants shall not engage in the performance of any work under this contract without a valid business registration certificate. The successful Proposer will be required to comply with N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. regarding Equal Employment Opportunity Laws and Regulations. Disadvantaged Business Enterprises, in accordance with the Department of Transportation (DOT) Regulations 49 C.F.R. Part 26, shall have the maximum opportunity to participate in the performance of this Contract. A two percent (2%) DBE goal has been assigned to this project. NJ TRANSIT requires Proposers utilizing Disadvantaged Business Enterprise (DBE) subcontractors / vendors/suppliers to comply with all aspects of NJ TRANSIT's DBE Program in the use of DBE's. All Proposals, contracts, laws and related documentation will be subject to the financial assistance contract between the project sponsor and the U.S. Department of Transportation, under the Federal Transit Act of 1964, as amended, based upon availability of funds. Question Deadline 08/14/2024 at 4:00 PM ET All inquiries and requests for clarifications regarding this Request for Proposal shall be submitted in the space provided in the electronic proposing file. Any response NJ TRANSIT may choose to make, will be by a written Addendum to the RFP. Any attachments, supporting documentations, and/or red-line edits to the "General Provisions", emailed to the contract specialist identified in Attachment D. All such Addenda will be posted prior to the proposal submission deadline in "Section 3" of the electronic proposing file. Prospective Proposers are required to acknowledge receipt of all Addenda by signing the "Acknowledgement Receipt of Addenda form" included in the package. Failure to acknowledge receipt of all Addenda may render the proposal nonresponsive. Pre -Bid Notes: The Pre-Proposal Conference will be held utilizing a telephone and video conference via Microsoft Teams for the purpose of providing clarification and informally answering basic questions. Attendance at the Pre-Proposal Conference is highly recommended but not mandatory. Contract Award December 2024
