Site work for a water / sewer project in Santa Cruz, California. Completed plans call for site work for a water / sewer project.

ENGINEER'S ESTIMATE The cost estimate prepared by the Project Engineer for all work on this Project is $2,822,236.41. The Santa Cruz Wharf experienced two powerful storms in December 2023 and in February 2024. These storms damaged structural members (caps, stringers, ledgers etc.) supporting the end of the Wharf and destroyed critical piles at bents 167 through 182, leading to a partial collapse of the Wharf decking in both locations and the closure of the Dolphin Restaurant. The City of Santa Cruz subsequently closed the end of the Wharf for safety and is moving forward to repair the significant damage that has already taken place as well as strengthen and reinforce the existing structure at these locations. The Project consists of the following major elements: 1. Demolition and disposal of the Dolphin Restaurant and its associated enclosed patio. Includes removal, transport, and disposal of hazardous materials. 2. Removal and disposal of existing damaged piles. 3. Installation/replacement of damaged or missing piles. 4. Installation/replacement of associated structural members, mechanical connectors and decking. Contract Award: Contract Signing: Preconstruction Conference: Notice to Proceed: Date of Substantial Completion: July 15, 2024 August 26, 2024 September 5, 2022 September 16, 2024 September 16, 2024 March 1, 2025 Time Allowed for Substantial Completion: 167 calendar days All bids must be in ink on the Bid Proposal Form and must be sealed. No Bid Proposal will be accepted that is incomplete, written in pencil, altered, illegible or contains unrequested alternates. All Bid Proposals must be filled out completely and signed. All Bid Proposals must comply with the Project Bid Package. A Bidder must clearly and legibly set forth all information requested in the manner and form indicated. A bidder may withdraw a submitted Bid Proposal at any time prior to the time of bid opening only by written request to the City. Unless otherwise required by law, no bidder may withdraw its Bid Proposal for a period of sixty (60) days after the bid opening. By submitting a Bid, the Bidder represents that it has carefully examined and investigated the Project site and all Project Bid Package documents. No Bid will be considered for less than all required items and one contract will be awarded for the entire Project. These goals are applicable to all the Contractor's construction work (whether or not it is Federal or federally assisted) performed in the covered area. If the Contractor performs construction work in a geographical area located outside of the covered area, it shall apply the goals established for such geographical area where the work is actually performed. With regard to this second area, the Contractor also is subject to the goals for both its federally involved and non federally involved construction. The Contractor's compliance with the Executive Order and the regulations in 41 CFR Part 60-4 shall be based on its implementation of the Equal Opportunity Clause, specific affirmative action obligations required by the specifications set forth in 41 CFR 60- 4.3(a), and its efforts to meet the goals. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade and the contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from Contractor to Contractor or from project to project for the sole purpose of meeting the Contractor's goals shall be a violation of the contract, the Executive Order, and the regulations in 41 CFR Part 60-4. Compliance with the goals will be measured against the total work hours performed. Question Deadline 08/07/2024 at 12:00 PM PT Bidder shall submit a written request for clarification to City through Citys OpenGov procurement portal prior to submitting a bid. Tentative Response to Clarification Questions: August 12, 2024 The Contractor shall provide written notification to the Director of the Office of Federal Contract Compliance Programs within 10 working days of award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation. The notification shall list the name, address and telephone number of the subcontractor; employer identification number of the subcontractor; estimated dollar amount of the subcontract; estimated starting and completion dates of the subcontract; and the geographical area in which the subcontract is to be performed. The lowest, responsive, and responsible bidder will be notified by City staff within seven (7) days of the bid opening. The City reserves the right to reject any and all bids, including but not limited to for any minor irregularities, or waive any informalities or minor defects in bids received. The City may reject a bid if it determines that any of the bid prices are materially unbalanced to the potential detriment of the City. The cost estimate prepared by the Project Engineer for all work on this Project is $2,822,236.41.
