The Owner Reserves the Right to Postpone or Cancel Receipt of Bids, and to Accept or to Reject Any and All Bids, in Whole or in Part if the Best Interest of the Owner Will Be Served Thereby. No Bid Shall Be Permitted to Be Waived Nor Returned Because the Bidder Has Failed to, or Cannot Comply With, Requirements as Set Forth in the Plans, Specifications, or Any Applicable Legal Statutes.
