Remodeling of a municipal facility in Hanford, California. Completed plans call for the remodel of a municipal facility.

PROJECT DESCRIPTION 1. 2. 3. Purpose The County of Kings intends to remodel the previous State Courthouse(s) vacated by the State of California in 2016, located on the Kings County Government Center Campus, 1400 W. Lacey Boulevard, Hanford CA. The buildings are 60,000SF collectively and have remained in their previous state for the past eight (8) years. The buildings consist of courtrooms, jury rooms, judges chambers, office space, etc., and have been significantly underutilized. The County intends to remodel the buildings, converting them to suit the following Departments: Public Health, Human Resources, Elections, Child Support, and Public Guardian/Veterans Affairs. Existing Facility The two (2) existing single story vacant Kings County Courthouse buildings were constructed in 1977, with the one (1) two-story built in 1989. They are situated on the approximately 106-acre Kings County Government Center Campus located at 1400 W. Lacey Boulevard in west-central Hanford, California. The buildings are collectively comprised of approximately 60,000 square feet consisting primarily of court room, office, conference, and lobby space (see attached floorplan - Appendix A). In the years since the courthouse buildings were constructed much has changed in the way buildings are designed and function. Increased energy efficiency, natural light, open space concept, and the creative use of colors and textures in building materials improves the overall employee experiences and consumer outcomes. The County would like to utilize these modern approaches to improve the existing facility while utilizing those portions of the building which have proven useful. Proposed Facility The project goal is to remodel and repurpose approximately 60,000SF of vacant courthouse buildings, transforming the space into county government offices. Multiple Kings County Departments currently utilize space owned by a third party creating additional lease costs to the county. These County Departments being located throughout the City of Hanford also causes an inconvenience to the public as not all county services can be accessed at the Government Center. The following is a list of key project elements and design concepts as developed by the County during initial planning meetings. The list is not comprehensive and will expand once the selected consultant meets with stakeholder departments. Budget considerations will determine the final scope of improvements. 1. New laboratory for Public Health (potentially). 2. All modifications must be ADA compliant. All questions regarding this RFP must be addressed in writing to Kings County Public Works Director, Dominic Tyburski at dominic.tyburski@co.kings.ca.us prior to 12 p.m., July 12, 2024.
