General: The work of this Contract comprises general construction for the upgrade of the West Water Treatment Plant's (WTP's) control room. The project includes rewiring hardwired control and instrumentation signals from the existing operator control console to the plant's SCADA system, programming the Plant's Siemen's PLCs and VTSCADA HMI to accept the signals, demolition of the existing control room, new operator control console and general upgrades to the control room. General 1. The Work generally shall be constructed without disruption to the normal operation of the West WTP, and as otherwise approved by the OWNER. 2. It is hereby understood that Time is of Essence in performing all work, but especially in the time that service is interrupted. 3. The project will be broken into three (3) phases as follows: a. Phase 1: Rewiring, Testing and Commissioning 1) Rewiring hardwired control and instrumentation signals from the existing operator control console to the plant's SCADA system. 2) Programming the Plant's Siemen's PLCs and VTSCADA HMI to accept the signals. 3) Testing and commissioning of the controls and signals. 4) Relocation of MDS radio, electrical panel board and transformer. 5) Relocating operations to the training/ break room. 6) Decommissioning of the existing operator control console. b. Phase 2: Demolition of Control Room 1) Demolition of the Control Room. c. Phase 3: Construction of Control Room 1) Installation of new ceiling, lighting, flooring, etc. 2) Installation of new operator control console and appurtenances. 3) Commissioning 4) Relocation of operations to control room. The City of Deerfield Beach is soliciting sealed responses from qualified vendors for the Operator Control Console Replacement for Water Plant Operations in accordance with the terms, conditions, scope of work, drawings and technical specifications of the above-mentioned Invitation to Bid Construction. Licensing Requirements: The Vendor must possess Florida State General Contractor's license or current certificate of competency issued by Broward County Examining Board having jurisdiction over licensing of Contractors in the type of work involved in this contract. Refer to Qualification of Bidders for additional information. Bid Guaranty: Each submittal shall be accompanied by a bid guaranty, or other acceptable alternative, in an amount equal to five percent (5%) of the bid amount (Refer to Bid Guaranty, Performance and Payment Guaranties, and Qualifications of Surety Requirements). The City provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation.
