Only contractors with a place of business in Quebec or, where an intergovernmental agreement applies, in a province covered by that agreement and holding, where applicable, an appropriate construction contractor's license issued by the Régie des entreprises de construction du Québec are authorized to bid. The contract management policy is an integral part of all tender documents and is binding on bidders. Bidders are invited to familiarize themselves with the policy and to complete the Bidder's Declaration and attach it to their bids. The municipality of Saint-Mathias-sur-Richelieu has mandated the firm to answer questions. It is agreed that any information given or communicated by an officer or employee of the Municipality shall not be used to interpret the tender documents or the plans and specifications, nor shall it be supplementary thereto. Requirements Each bid must be accompanied by a bid bond issued in favour of the "Municipalité de Saint-Mathias-sur-Richelieu" in the amount of ten percent (10%) of the total bid. Only a bid bond issued by an insurer holding an insurer's licence issued by the Autorité des marchés financiers and authorizing it to engage in the business of underwriting within the meaning of the Act respecting insurance and conforming to standard form BNQ 1809-900/H will be accepted under the terms of the tender documents. This bond must guarantee the provision of a Performance Bond and a Labour, Material and Services Payment Bond in accordance with standard forms BNQ 1809-900/J and BNQ 1809-900/D, each for a value of fifty percent (50%) of the contract. This bond must be valid for a period of sixty (60) days from the bid opening date. The bid must also be accompanied by all other documents mentioned in the list of documents to be submitted with the bid. The Municipality of Saint-Mathias-sur-Richelieu reserves the right, at its sole and absolute discretion, to disregard any minor informality if it deems that it is in the Municipality's interest to do so, which the bidder accepts and assumes. Furthermore, the Municipality does not undertake to accept the lowest or any of the bids received, nor to incur any costs whatsoever or obligation of any kind towards the bidder(s).
