The exact scope of work and scale of the services will be defined during each project initiation. In general, engineering firms must be capable of evaluating, designing and providing construction administration services for the production, treatment, distribution, and/or collection of each utility system owned by the District. The firm will be required to provide feasibility studies, condition assessments, utility coordination, construction administration support, permitting support, cost estimations, and engineering drawing and specification production and support. A summary of tasks related to the assessment, planning, design, and construction services includes, but are not limited to the following:
o Capital improvement and utility master planning
o Preliminary engineering assessments and conceptual design
o Drawing production in the latest versions of AutoCAD, REVIT and Civil 3D
o Direct replacement and/or upgrade of equipment design and plan development
o Construction administration services; compliance review, inspection and commissioning
o Technical Field Investigations/Reporting/Evaluation
o Cost Analysis/Rate Study/Rate Comparison Load Forecasting
o Provide a cost estimating service which, includes, but not limited to conceptual and detailed estimating, life cycle cost analysis, and constructability analysis, etc.;
o Horizontal direction drill ("HDD") and Jack & Bore ("J&B") analysis and design using industry accepted simulation tools. List of experience and competency:
o Transmission System Planning & Engineering, including, but not limited to the following:
i. Overhead and underground 69kV transmission system design and engineering
ii. Transmission Line Route Study
iii. Electro-Magnetic Field (EMF) Analysis
iv. Design and analysis of structures and foundations
v. Pole relocations and/or replacements
vi. Project management and coordination
vii. Development of drawings, specifications, and other project materials
viii. Construction bid preparation
ix. Interconnection studies
x. LiDAR surveying
xi. Renewable energy and grid connection studies
xii. Short Circuit, Loadflow (ASPEN and SKM Power Tools) and Various Planning Studies
xiii. Project Management o Distribution System Planning & Engineering, including but not limited to:
i. Project management and coordination
ii. 12.47kV and 5kV distribution system improvements and maintenance
iii. Overhead to underground conversions for primary and secondary distribution system
iv. Design and manage the upgrade/replacement of aging distribution underground systems (outdoor switchgear, unit substations, padmounted transformers and switchgear, etc.)
v. Conductor upgrades and cable replacement projects
vi. Construction bid preparation
vii. Pole relocations and/or replacements
viii. Distribution line extensions
ix. Short Circuit, Loadflow (Synergi and SKM Power Tools) and Various Planning Studies
x. New development engineering (design the electric & conduit system to serve CFTOD commercial and industrial customers).
xi. Renewable energy and grid connection studies o Protection & Control Relay Analysis, relay/equipment settings, schematics and physical installation (69kV Transmission and 12.47kV/5kV Distribution, SCADA interfaces and communication processor programming). Schweitzer Engineering Laboratories (SEL) relay settings and programmable logic competencies o Substation Engineering Design including physical design (civil and structural) and electrical arrangement o Electric Power Generation
