Removal of Digester Lid to allow for structural inspection and new Lid. The lid will be part of a subsequent project. Project Number: 20230995.00.KV. Scott Banks, P.E., Utilities Director Address: 401 Main Street, Anderson, SC 29624 Email: Sbanks@cityofandersonsc.com The City of Anderson, South Carolina, (Owner) is requesting assistance in removing the Anaerobic Digester #3 cover at the Rocky River WWTP, located at 309 Kirkwood Drive, Anderson, SC. The existing digester, manufactured by Envirex, has a diameter of 60 feet. Due to missing corbels to support the cover, damaged connection points between the cover and the concrete tank, and impaired spiral tracts that guide the rollers, the digester tank cannot be completely drained. Therefore, the sludge has been displaced with water to mitigate potential hazards from flammable gases and explosions. The tank has been filled with water so that the top of the cover remains above the wall edge to provide clean air to dissipate any gas that may be produced. The tank is being monitored with gas detectors for methane at the pressure vacuum relief (PVR) points and/or gas piping. The following Scope of Work is requested to assist in removing the digester cover in preparation for a structural assessment of the tank and installation of a new cover by others under a separate Contract: 1. Conduct a non-mandatory site assessment with the Owner and Engineer (encouraged but not mandatory). 2. Keep the digester out of service for the project duration. 3. Submit a sequence of operations and schedule prior to mobilization for Owner's review. 4. Mobilize and set up crane on the site. The Contractor is responsible for ensuring crane access and set up. 5. Prepare the cover for lifting per attached Drawings prepared by Mr. Chuck Knobeloch, P.E., K&P Engineering, Inc., while monitoring methane levels with a gas detector. Contractor may propose alternative lifting methods for Owner review before implementation. 6. Coordinate with Owner to prepare an adjacent area for securely placing and supporting the removed digester cover. 7. Remove the cover from the digester using the crane, while continuously monitoring methane levels with gas detectors. 8. Lower the cover onto the prepared area for support. 9. Dismantle the cover and dispose of metal scrap and concrete according to acceptable disposal methods. The Contractor must obtain required permits prior to disposal. 10. Clean residual materials from inside of the tank to facilitate inspection. Dispose of wash water on site via drain in the tank. Ensure a safe environment for workers at all times during construction. All appropriate confined space entry protocols are to be strictly followed including, but not limited to, monitoring the oxygen levels of the work area, providing proper hole watch, ensuring means of ingress and egress, using tag lines for workers, etc. As methane gas may be present, monitors are essential to prevent flammable gas incidents. 11. Restore site to pre-construction conditions. 12. Demobilize from the site. The Contractor must provide all necessary construction and safety equipment to execute the Scope of Work safely. Additional Drawings of the existing cover are available for review.
