The City of Pasco, Washington is inviting and requesting bid proposals for the A Street and 6th Avenue Pedestrian Crossing Improvements Project. This project provides for the improvement of the intersection of West A Street and 6th Ave. including sidewalk, curb ramps, curb and gutter, pavement patching, pavement markings, illumination, rapid flashing beacons, and other work. Bidders should carefully examine the Contract Documents and work site to fully acquaint themselves with all the conditions and matters, which can in any way affect the work or the cost thereof. Any explanation regarding the meaning or interpretation of the Contract Documents must be requested in writing, with sufficient allowance of time for receipt of reply before the time of the bid opening. Any such explanations or interpretations shall be made in the form of addenda to the documents and shall be furnished to all bidders, who shall submit all addenda with their bids. Oral explanations and interpretations made prior to the bid opening shall not be binding. The engineer assigned to answer all questions regarding these bid documents and to show this project to prospective bidders is: Vitaliy Chekulayev, P.E. HW Lochner C 425.454.3160 vitaliy.chekulayev@hwlochner.com The WSDOT Disadvantaged Business Enterprise (DBE) program, approved by FHWA, applied the criteria and established a DBE goal for this Project. The Condition of Award DBE goal established for this Project is a mandatory nine percent (9%). A training goal of zero (0) hours was also established for this Project. Refer to the Special Provisions for additional information. This contract has thirty (30) working days to complete the work. Technical questions regarding the scope of this project should be put in writing up until 72-hours prior to bid opening and directed to Juan Loyola, Senior Engineer, City of Pasco, Public Works, 525 N. 3 rd Avenue, PO Box 293, Pasco, WA 99301, Email: loyolaj@pasco-wa.gov. Any questions regarding bidding assistance or access/functionality shall be directed to Dustin Wittman at the City of Pasco at 509-545-3447 or wittmand@pasco-wa.gov All bids must be accompanied by a Good Faith Token in the form of a Certified Check, Cashier's Check or Bid Bond in the amount of not less than 5 percent (5%) of the total bid. The City reserves the right to reject any and all bids and to waive technicalities or irregularities, and after careful consideration of all bids and factors involved make the award to best serve the interests of the City of Pasco.
