Site work and new construction of a parking garage in Charlottesville, Virginia. Completed plans call for the construction of a parking garage; and for site work for a parking garage.

The University of Virginia seeks to construct a new 1030-minimum space sprinklered parking garage with a small, enclosed transit hub. The project is located on a 5.3-acre site at the highly visible corner of Massie Road and Copeley Road. The Project as envisioned is a 6-tier open parking garage adjacent to a bus loop driveway and a landscaped lawn. The south canopy provides cover for waiting areas, secure bike storage, non-secure bike storage, and entries into the east and west cores. The Project site will be available in the winter of 2024/25. Demolition of existing facilities is anticipated to start in the winter of 2024. The University seeks to retain a Design/Build (D/B) team for the design and construction for the new North Grounds Parking Garage in accordance with the provisions of the University of Virginia Higher Education Capital Outlay Manual. The D/B team will utilize the bridging documents to finish the design (Preliminary Design and Construction Document submissions) as well as provide full construction services. The University has determined that Competitive Sealed Bidding is not practicable or fiscally advantageous; therefore, the contract will be competitively negotiated and awarded using the Design/Build project delivery method. The Project will include demolition and abatement of eight existing apartment buildings, and their associated utilities, rerouting of some utilities as necessary, sitework includes hardscaping, and landscaping to provide bus, car, bike, and pedestrian access, an event lawn including locations for tents and food trucks, and sidewalks along adjacent public streets. All adjacent, existing occupied buildings comprised of housing and athletics will remain operational during the entire construction time period. The D/B firm will participate with the University in determining the scheduling of construction to minimize disruption to the activities of the surrounding buildings. Requests for Proposals (RFP) will be issued on or about August 23, 2024 to short-listed firms only. RFP responses must be received no later than close of business (nominally 4:00 PM) on September 17, 2024.
