2024 On-Call Heating, Ventilating, and Air Conditioning (HVAC) Preventative Maintenance and Repair at City Facilities Questions Cut-Off: 5:00 P.M. Monday, July 29th, 2024 All inquiries regarding the proposal should be directed to Anna Denham, Management Analyst, by email at adenham@cityofsancarlos.org. All questions pertaining to this RFP must be received on or before the question deadline of Monday, July 29, 2024 at 5:00 p.m. The City's responses to questions will be included in an addendum to this RFP, if necessary, which will be issued and posted on the City'sonline on or before Friday, August 2, 2024. Only questions that have been resolved in writing via an RFP addendum are binding. Oral and other interpretations or clarifications will be without legal or contractual effect. Point of contact: Anna Denham, Management Analyst adenham@cityofsancarlos.org The following specification for the provision of preventive maintenance service and repairs on HVAC systems outlines the services, at a minimum, required by the City Preventative Maintenance Quarterly Package HVAC Unit Preventative Maintenance Meet with City contact and explain the preventative maintenance services to be performed and where Contractor will be working. Visually check the coils for any damage, flaws, interference, and overall operations. Brush the coils if needed or propose a scheduled coil cleaning if required. Inspect and check the package HVAC for proper operation making sure to review interlocks, and vibration or noise problems. Check starter and tighten electrical connections. Check the system safety controls. Clean coils with biodegradable coil cleaning solvents and pressure wash as needed per contract terms. Clean the evaporator condensate/drain pan and related piping to ensure proper water flow. Install condensate chemical tablets and service the condensate pan if necessary. Inspect the motors and/or shaft and bearings for any problems or issues, then lubricate as needed. Check the belts for wear, proper tension, and alignment problems. Adjust or replace the belt as needed per the contract terms if applicable. Check the settings of the fan system for proper speed and operations as needed. Check the economizer, dampers, valves, linkages, louvers/shutters and lubricate grease fittings and pivot joints as necessary. Check damper operation. Inspect for any damaged/faulty blades, vibration/balance issues, obstructions, and debris that can cause problems with proper airflow operations. Check the electrical wiring and related components for any loose connections or signs of overheating problems. Check compressor operations (crankcase heater, oil level/pressure while loaded/unloaded, suction pressure, discharge pressure, discharge line temp/superheat, and Meg Ohm windings as needed per contract terms.) Check refrigerant operations along with refrigerant charge/oil levels as needed. Check the bypass valve or head pressure damper if applicable as needed. Inspect flue, combustion chamber, heat exchanger. Clean chamber and perform combustion test as needed per contract terms. Replace the air filters as needed per the contract terms. Remove any debris, old parts that are around the equipment and notify City contact if there is excessive debris around equipment.
