The City of Bellaire, Texas, (the "Owner") is seeking qualifications and proposals for disaster management, recovery, and consulting services to support the oversight of debris removal contractors. Proposer shall be capable of supervising, monitoring, managing, and documenting, in accordance with local, state and federal regulations and guidelines, including those of the Federal Highway Administration (FHWA) or any other governing agency, for the collection, transportation, handling, temporary staging, reduction, and final disposal of debris generated by any type of disaster. Other services that may be required include damage assessment, training, exercise design, emergency planning, infrastructure restoration, interagency coordination and the ability to communicate effectively with local, state, or federal agencies to document eligible recovery costs for which the City may qualify. Contractor shall provide all expertise, personnel, tools, materials, equipment, transportation, supervision, and all other services and facilities of any nature necessary to fulfill monitoring services. All Contractors providing monitoring services are invited to submit a proposal. The City of Bellaire shall have the right to reject any or all proposals and to reject a proposal not accompanied by minimum data specifications as required by the proposal documents or a proposal in any way incomplete or irregular. The City of Bellaire shall have the right to waive any informality or irregularity in any proposal received Monitoring services shall oversee and ensure proper inspection and documentation of the cost effective and efficient, clearance, removal and lawful disposal of debris from all public streets, roads, and other rights-of-way, including any other locally owned facility or site as may be directed by the City, and in accordance with local, state, and federal requirements and guidelines. Contract services will only be performed when requested and as designated by the City, by an approved Task Order issued by the City of Bellaire’s Emergency Management Coordinator or designee. The City reserves the right to assign work to various Contractors, at its sole discretion. The City also reserves the right to approve all sub-contractors hired by the Contractor and/or to require the Contractor to dismiss a sub-contractor upon request The selected monitoring firm’s response to the recovery process must be immediate; rapid; and efficient with acceptable cost controls, accountability procedures, written reports and submittals in place, to assure that the City has documentation for all eligible disaster recovery costs from appropriate Federal and State agencies. Depending on the nature of the event, the City estimates C&D debris to be 200,000 cubic yards and vegetative debris to be 150,000 cubic yards.
