Award must be made to the vendor submitting the most advantageous offer considering the relative importance of price and other evaluation factors. City reserves the right to request a best and final offer upon completion of negotiations. NO FAXED OR EMAILED BIDS! All documents (forms) herein and attached are required to be completed and returned with response. Any questions pertaining to this request must be submitted through online no later than August 05, 2024 at 5:00 p.m. The City is not obligated to and may at its own discretion choose not to accept or answer questions received after that date. This is an evaluated bid; please pay close attention to the Best Value criteria listed on the GP&L Construction Contractors Questionnaire and provide a complete and organized response. A Bid Bond is required with your bid response. Failure to do so could cause your bid response to be deemed non-responsive. A Performance, Payment and Maintenance (2 yr.) Bond will be required upon notification of award. Mark Outside of Envelope: CSP 1224-24 Campbell Terminal Upgrade - Electrical Construction Engineer's Estimate: $380,000.00 The Campbell Road 138kV Switching Station Holford line addition project is located at 1609 W. Campbell Road, Garland, Texas, 75044 in Dallas County, Texas. To accommodate a new line position to Holford Station, the current Firewheel line position will be relocated to the "Future" line position. The existing Firewheel Line A-frame, disconnect switches, surge arrestors, line potential transformers, and hotline potential transformer will be reused for the Holford line. The Firewheel line in its new position will be composed of one (1) new A-frame with four foundations. Equipment to be installed on the A-frame includes: one (1) 3-phase 3000A-rated line disconnect switch, three (3) surge arrestors, and one (1) hot line coupling capacitor voltage transformer. The following electrical equipment and foundations will also be installed for the new Firewheel line position: three (3) line coupling capacitor voltage transformers, one (1) low bus support structure, and one (1) 138kV Circuit breaker. Communication will be via OPGW, and no power-Line carrier or microwave equipment will be required. The ground grid will also be updated as shown in the drawings. Campbell Road Switching Station needs to meet an ISD date of 12/20/2024. o The contractor shall remove three (3) 5" rounded end bus caps at the "future" line position following drawings CB-1000-01R, CB-1005-01R, CB-1010-01R and CB-1055-01R. o The contractor shall install all 138kV bus and conductor work and station post insulators as detailed by drawings CB-1000-01, CB-1001-01, CB-1005-01, CB-1010-01, CB-1010-03, and other associated drawings. o The contractor shall demo bus sections following drawings CB-1000-01R, CB-1005-01R, and CB1010-03R, CB-1055-01R, CB-1056-01. o The contractorshall remove six (6) Insulators off 3-phase airswitch stands S-03 and S-04 following drawings CB-0900-01, CB-1010-03R, and CB-1010-01. Replace with one (1) 3-phase breaker disconnect switch at each switch stand S-03 and S-04 following drawings CB-1005-01, CB-1010- 03, and CB-1020-03. o The contractor shall remove the insulator adapter from the switch stand to allow mounting of new switches. Insulator adaptors and all related hardware shall be stored for GP&L to reuse. o The contractor shall install Ten (10) foundations and Five (5) structures. o One (1) 138kV Dead End A-frame and associated four (4) foundations. o One (1) 138kV 3-phase Short Bus support structure and associated two (2) foundations. o One (1) 138kV 1-phase CCVT support structure with junction box and associated one (1) foundation. o Two (2) 138kV 1-phase CCVT support structures and (2) associated foundations. o One (1) 138kV Circuit Breaker foundation. o The contractor shall install the following electrical installations: o One (1) 138kV Circuit Breaker o Three (3) 145kV, 3000A 3-phase manually operated disconnect switches o Three (3) surge arrestors o Four (4) 138kV Coupling Capacitor Voltage Transformers (CCVTs) o One (1) Line CCVT junction box for Firewheel Line o One (1) Hot Line CCVT junction box for Firewheel Line o The contractor shall install the following additional installations: o Two (2) traffic bollards o One (1) LED Lighting Fixture on Firewheel A-Frame o The contractor shall furnish and install all material necessary for a full conduit system following the conduit layout on drawing CB-2911-01, the conduit schedule on drawing CB-2913-01, and the conduit details on CB-2912-05. o The contractor shall furnish and install all material necessary for the grounding system, including ground grid and connections to all structures and equipment, following the CB-4601-01 and CB4605-01 through CB-4605-04. o The contractor shall pull conductors following the cable schedule and cable specifications on drawings CB-2901-01 through CB-2901-06. Including, but not limited to: o New Air Switches AS 2133, AS 2141, and AS 2142 Auxiliary contact cables shall be pulled to Circuit Breaker GCB 2140 control cabinet following drawings CB-2810-01 and CB-2804- 01. Cable terminations will be completed by others. o Yard equipment cables shall be pulled in termination cabinets #1 and #2 following the termination cabinet drawings CB-2601-01, CB-2601-02, CB-2601-02, and CB-2602-02. Cable terminations will be completed by others. o All other work inside the control enclosure will be completed by others. o The contractor shall identify sunken areas around cable trench and foam seal with expanding foam. o The contractor shall remove the existing 48 Fiber-count fiber optic cable from the Holford line Dead-end splice canister to the Telco panel in the control enclosure under GP&L supervision with a 48 hour notice, following the Garland Power & Light Fiber specs. o The contractor shall install 96 Fiber-count fiber optic cable from the Holford line Dead-end splice canister to a termination cabinet in the control enclosure following the Garland Power & Light Fiber specs, and station drawings. Contractor shall provide a 48 hour notice and perform work under GP&L supervision. Fiber cable shall be installed in a 1" corrugated PVC inner duct. o The contractor shall install 48 Fiber-count fiber optic cable from the new Firewheel Dead-end splice canister to a termination cabinet in the control enclosure following the Garland Power & Light Fiber specs, and station drawings. Contractor shall provide a 48 hour notice and perform work under GP&L supervision. Fiber cable shall be installed in a 1" corrugated PVC inner duct. This should be completed and ready to be put into service by 12/20/2024.
