PROJECT DESCRIPTION This federally funded project provides Adaptive Signal Control (ASC) at five (5) City signalized intersections along State Route 303 (Wheaton Way). The Vendor will provide all associated hardware and software (e.g. adaptive software, central signal management system, on-premise or Vendor-hosted cloud environments); System Configuration, Integration, and Deployment; System Testing and Acceptance; Training; and Technical Support. The proposed ASC system must be compatible with the City's existing Econolite Cobalt traffic signal controllers. The City's Contractor will be responsible for installing supplemental vehicle detection furnished by the Vendor. Project Purpose and Scope The purpose of providing a centralized signal management system, adaptive signal control, and automated traffic signal performance measurement and monitoring along the SR 303 corridor is to overcome existing deficiencies and limitations, as well as to validate and optimize how well single and multiple intersections are performing. An adaptive traffic signal system is one in which some or all the signal timing parameters are modified in response to changes in the traffic conditions, in real-time. The primary purpose of this project is to deploy a new adaptive signal control system along the SR 303 corridor, including any associated central traffic signal management and performance monitoring capabilities that may be needed to support the adaptive system. Consideration will also be given to the future expansion of the system to provide central management, adaptive signal control, and performance monitoring capabilities at other locations throughout the city. SR 303 (Wheaton Way) is a vital north-south arterial linking Downtown Bremerton, the Bremerton Ferry Terminal, Naval Base Kitsap, and the Silverdale Regional Center. It experiences highly variable traffic that is heavily influenced by factors such as the time of year, weather, and ferry arrival/departure times, shipyard shifts, Olympic College schedules, and community events. The corridor includes significant traffic generators such as commercial developments and newly constructed housing. Increasing volumes and unpredictable demand have resulted in recurring congestion, particularly at the Sheridan Road intersection - which will likely be the intersection that drives coordination along the corridor - during the northbound PM peak period. The SR 303 corridor is a principal arterial that experiences a highAverage Daily Traffic (ADT) of approximately 30,000 Vehicles Per Day (VPD) and features two generalpurpose lanes in each direction and a two-way left-turn lane.
