The City of Del Rio (the City) requests the submission of a proposal by qualified organizations, which may lead to the award of a contract to provide administrative and professional services relating to the City's proposed Lead Service Line Inventory and Replacement program ll proposals received after this time will not be accepted and will be returned unopened. The received proposals will be reviewed by a committee consisting of City of Del Rio employees.
This solicitation does not commit the City of Del Rio to award a contract, nor to pay any costs associated with the submission or preparation of any proposal submitted. The City of Del Rio reserves the right to consider any other factors that it deems to be relevant to its needs. The City reserves the right to request additional information from an individual or to request all submitters to submit supplemental materials in fulfillment of the content requirements of this request for proposals (RFP) or to meet additional information needs of the City. The City also reserves the unilateral right to waive any technical or format requirements contained in the RFP.

The City Council is expected to negotiate an agreement for services that is acceptable to the City. If an acceptable contract cannot be negotiated, the City may formally end negotiations and begin negotiating with the next highest qualified person or firm. This contract is contingent upon the release of funds from the TWDB. Any contract or contracts awarded under this Request for Proposals (RFP) are expected to be funded in part by a loan or grant from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this RFP, or any resulting contract. RFPs are issued in accordance with Section 2254 of the Texas Government Code (Professional Services Act) and Title 29 CFR Part 97 (Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments). The City reserves the right to refuse and reject any or all proposals and to waive any or all formalities or technicalities or to accept the proposal that is best and most advantageous to the City. The proposals may be held for a period of 60 days without taking action.

Proposals cannot be altered or amended after submission deadline. Any interlineation, alteration, or erasure made before opening by the City must be initialed by the signer of the proposal, guaranteeing authenticity. The method of Contractor Selection has not been Determined at this time.
