Renovation and addition to a library in Oroville, California. Conceptual plans call for the renovation of a library; and for the addition of a 3,000-square-foot library.

The County of Butte is soliciting for a firm to provide Architectural and Engineering services for all phases of project development associated with facility improvements of two Library Branches located in Oroville and Chico, CA. The County of Butte (hereafter referred to as "County") is seeking a firm/respondent (hereafter referred to as "respondent") to provide Architectural and Engineering (A&E) services for all phases of project development associated with facility improvements of two existing facilities, the Oroville Branch Library located at 1820 Mitchell Ave., Oroville, CA 95966 and the Chico Branch Library (Chico Library) located at 1108 Sherman Ave., Chico, CA 95926 for County of Butte General Services. County intends to award a contract to a respondent that will meet the qualification criteria and has successfully performed services on similar projects in the past. The successful respondent will be required to enter into a contract with County for the services requested in this RFP within a reasonable time after award. A respondent submitting a proposal must be prepared to use County's standard contract template rather than its own contract. The contract will include terms appropriate for this project. Generally, the terms of the contract will include, but are not limited to: (1) completion of the project within the timeframe provided, (2) no additional work authorized without prior written approval, (3) no payment without written approval, (4) funding availability, (5) termination of contract under certain conditions, (6) indemnification of County, (7) approval by County of any subcontractors, and (8) minimum appropriate insurance requirements. A Model Contract is attached as Exhibit A to this RFP. County intends to award and execute a contract substantially in the form of the Model Contract to the selected respondent. Respondents should list any requested exception(s) or changes to the Model Contract in a separate section of their proposal. County anticipates the respondent selected for this work shall include the following tasks for both Chico and Oroville Libraries: Programming and Pre-Design, Schematic Design, Design Development, Construction Documents, Permitting, Bidding and Contract Negotiations, and Construction Administration. However, County will give due consideration to alternative approaches and design solutions proposed by the successful respondent. Respondent shall provide all documentation digitally in PDF format. Programming and Pre-Design (Fixed Fee Amount) 1. Research and Evaluation a. Review of preliminary planning documents, grant requirements and permits b. Site visit and review of existing conditions 2. Program a. Identify facility challenges and solutions b. Current and future Department needs c. Expand on provided input from the Department and current trends in library facility design 3. Identify Project Objectives a. Target scale of building improvements and requirements b. Recommend best practices to hit energy conservation standards c. Address challenges and solutions d. Address current and future needs of County and Library 4. Budget Analysis a. The design and development of the site and facilities shall include cost-effective measures and system selections that ensure the project can be constructed within the established project budget without compromising quality requirements. i. The budget for the Oroville Library is $7,500,00 to $8,500,000 ii. The budget for the Chico Library is $6,000,000 to $7,000,000 b. Respondent shall provide an expectation of cost to construct so as to comply with budget needs during early stages of design. c. Respondent shall provide Cost Estimates at the Schematic Design (SD), Design Development (DD), and Construction Document (CD) phases. All questions and requests for clarification shall be submitted. County will provide answers and clarifications by posting an addendum(s) through electronically by August 9, 2024 so all respondents receive consistent information. Preliminary Evaluation Completed August 30, 2024 Evaluation Completion September 6, 2024 Award of Contract October 22, 2024 Responses to the RFP must be made according to the requirements set forth in this section, both for content and sequence. Failure to adhere to these requirements, or inclusion of conditions, limitations or misrepresentations in a response may be cause for rejection of the submittal. Use 8-1/2" x 11" sheets (fold outs are acceptable for charts, etc.). Type size must be large enough to be easily legible, but shall not be smaller than 10-point. County shall receive all submissions. The method of Contractor Selection has not been Determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
