In the case of disruption of communications or loss of services by within 2 hours prior to the deadline for submission of bids, the County shall delay the deadline for the bid submissions to ensure the ability of potential bidders to submit bids. Contractors shall use the Prevailing Wage Rates that are provided within the Appendix of the bid specifications for this project. Please note that the Federal Wage Rates in effect at the time of the project sale date shall be used by all contractors. The Columbiana County Commissioners reserve the right to reject any and all bids or proposals. The County hereby reserves the right to add or delete any work or part thereof or change the rate of application of materials. The resulting changes will be either added to or deducted from the final estimate. Bid Guaranty, Performance Bond, Payment Bond and Warranty Bond: The successful bidder must furnish a Bid Guaranty, Performance, Payment and Warranty Bond in an amount equal to a maximum of one hundred percent (100%) of the "Total Amount Bid". The bond shall be submitted as a one hundred percent (100%) bond; however, the penal amount shall vary with each section of the bond. (Section 153.54 O.R.C.) The Columbiana County Commissioners shall be named as obligee on the bond.
