The City of Boerne is requesting Statements of Qualification (SOQ) from qualified firms to provide engineering services for an expansion of the City's Wastewater Treatment and Recycling Center (WWTRC). There is no expressed or implied obligation for the City of Boerne to reimburse responding firms for any expenses incurred in the preparation of a SOQ in response to this request. The City reserves the right to increase or decrease the scope of work related to this project as outlined in this RFQ after a firm is selected to accommodate changes in the needs of the City and serve the best interests of the City. The intent of this Request for Qualifications (RFQ) is to provide information so that the firm can define the level of expertise, experience, personnel and approach necessary to perform the required services in a timely and cost-effective manner. The City reserves the right to reject any or all Statement of Qualifications. The highest ranked firms may be invited to enter into contract negotiations with the City. If an agreement cannot be reached with the highest ranking firms, the City shall notify the firms and terminate negotiations. The second highest firms may be contacted for negotiations. The process may continue until successful negotiations are achieved. The City reserves the right to terminate negotiations with any, and all firms should it be in the City's best interest. The City of Boerne's WWTRC is located along Old San Antonio Road and was constructed in 2013. The WWTRC has a treatment capacity of 1.4 million gallons per day (mgd) on an annual average basis, with the following TCEQ permit limits are: 5 mgl/L of CBOD5, 12 mg/L of TSS, 2 ml/L of Ammonia-N and 0.5 mg/L of Total Phosphorus. The WWTRC provides Type I reclaimed water per the Texas Reclaimed Water Regulations (30 TAC 210). The City of Boerne seeks the services of a qualified consulting engineering firm to provide engineering services required to develop construction plans, technical specifications, bidding and construction phase support, surveying, permitting assistance and other related services. All work shall be in accordance with all applicable local, state, and federal rules, regulations, and standards. Each consultant shall examine all RFQ documents and judge all matters relating to the adequacy and accuracy of such documents.
