Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than five days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. CONTRACTOR shall perform the work in conformity with the specifications contained in COUNTY's Procurement and Contract Requirements and Specifications, including the furnishing of all labor, material, equipment, supervision and transportation necessary for a successful completion of the work The major work consists of installing approximately 7,640 linear feet of 8-inch and 12-inch water mains (base bid) and approximately 70 water valves, 19 fire hydrants, and 91 house connections within the Madera Ranchos. The work also includes additive alternatives that will only be awarded if sufficient funds are available after having constructed the base bid. The additive alternate includes 1,361 linear feet of 8-inch water main and approximately 8 water valves, 3 fire hydrants and 28 house connections
