EVALUATION: ADDENDUM TO FAR 52-212-2 EVALUATION--COMMERCIAL ITEMS (Nov 2021) Paragraph (a) is hereby replaced with the following: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the offeror with the lowest price technically acceptable (LPTA) offer. The following factor(s) shall be used to evaluate offers: Technical Capability: items meet the Government requirement/specifications in the description. The Government will evaluate quotes for acceptability but will not rank the quotes by non-price factors. Individual guard booth islands (two) 2.1.3. Commercial Vehicle Inspection (CVI); Bldg 2230 2.2. IACP - 1 (i.e., Gate-1) (Historic District) 2.2.1. Main facility; Bldg 425 2.2.2. Individual guard booth islands (two) 2.3. IACP - 2 (i.e., Gate-2) (Operational South) 2.3.1. Main facility; Bldg 525 2.3.2. Individual guard booth islands (two) Scope. 3.1. Window tint shall provide a professional appearance and shall not obstruct operational line of sight from inside the guard house(s) while viewing into vehicle and pedestrian traffic. 3.2. "One-way" visible tint is identified as, being able to view from within the facility looking outward without obstruction/glare while viewing capability from outside viewing into the facility is limited to a reduction of only being able to see silhouettes. Variations of accepted tint will be jointly approved by the 90 SFG Antiterrorism office or 90 SFS Operations leadership. 3.3. "Two-way" visible tint is identified as, being able to view from both inside and outside without obstruction providing a reduction of sun glare and light from vehicles. Variations of accepted tint will be jointly approved by the 90 SFG Antiterrorism office or 90 SFS Operations leadership. 3.4. All locations will have a reduction in glare from sun and/or vehicle lights. 3.5. IACP - 5 3.5.1. One-way tint applied to main facility, individual guard booths, and operational guard side of CVI. 3.5.2. Two-way tint applied to customer waiting area windows at CVI. 3.6. IACP - 1 3.6.1. One-way tint applied to main facility and individual guard booths. 3.7. IACP - 2 3.7.1. One-way tint applied to main facility and individual guard booths. 3.8. The Contractor shall: 3.8.1. Furnish all labor, materials, equipment, transportation, tools, supplies, and all other direct/indirect costs to complete the defined work in this Performance Work Statement (PWS). 3.8.2. Deconstruct, remove, and properly dispose of old/previously applied tint. Disposal of debris, trash, materials, shall be retained by Contractor prior to departure of each workday and shall be disposed of at an appropriate location/facility off the installation. A dumpster will not be provided by the government. 3.8.3. Ensure the workspace is clean and professional prior to departure of the work site/location each day. 3.8.4. Be responsible for any damage caused by the work being performed and ensure damage is corrected and the facility is restored to original state or better; approval of returned standard is at the ownness of the 90 SFS Facility Manager. 3.8.5. Clean all surfaces prior to applying new tint, ensuring tint is applied at a professional look (i.e., no bubbles, pealing, ripples, tears, etc.). 3.8.6. Provide new one-way or two-way tint at the specified locations, as applicable and defined in this PWS. 3.8.7. Provide a one-year warranty on applied tint and schedule a response within 72-hours to replace/fix tint.
