Sources Sought Notice Identification Number: W9128F24SM0022 This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify sources (Small Businesses and Other-than-Small Businesses) that have the knowledge, skills, and capability to perform the work concerning the potential project described below. Responses are requested only from: POTENTIAL PRIME CONSTRUCTION CONTRACTORS WITH COMPANY BONDING CAPABILITY (SINGLE JOB) OF AT LEAST $185M. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions for this project. MAGNITUDE OF CONSTRUCTION: Disclosure of the magnitude of construction, as prescribed in FAR 36.204 and DFARS 236.204, is between $100M and $250M. This is a military construction (MILCON) project in support of the Sentinel Program located at F.E. Warren Air Force Base (AFB), Wyoming (WY). PROJECT NAME, LOCATION AND DESCRIPTION: CONSTRUCTION OF THE SENTINEL PROGRAM CONSOLIDATED MAINTENANCE FACILITY (CMF), FRANCIS E. (F.E.) WARREN AIR FORCE BASE (AFB), WYOMING This upcoming solicitation will be executed using a design-bid-build (DBB) project delivery method, which will require the contractor to provide the Government with a complete facility and warranty based on the Request for Proposal (RFP). The CMF is required to support maintenance and operations functions in support of the new Sentinel ICBM Program. The CMF will fulfill the need for maintenance and operations along with support and administrative offices related to the Sentinel Program. The scope of the acquisition includes construction of a two-story CMF at F.E. Warren AFB in support of the Sentinel Program Launch Operations with slab-on-grade foundation, structural steel frame, insulated precast concrete walls, standing seam metal roof, interior finishes, utilities, communications, site preparation, pavements, site improvements, site demolition, and generator. The CMF will include a service shop and will house flights, engineering spaces, and lab that will support maintenance and service system area supporting air and ground equipment. A warehouse will be provided for storage, as well as a battery shop, and a transporter/erector facility. A management facility will house all leadership offices and supporting personnel spaces. All secure areas will be constructed to DoD standards and applicable criteria. Utilities and communications include standard domestic and fire protection water, electrical, and sanitary sewer, and communications systems. Site preparation include clearing, grubbing and fill and unclassified excavation. Site improvements include earthwork landscaping and exterior lighting. Pavements include parking, pedestrian paving, fire access drives, and roadways. Site improvements include landscaping, fencing and storm drainage. Site demolition include the demolition of existing pavements and abandoned utilities. This acquisition will require a generator and a privatized utility connection fee. The CMF is to be designed as permanent construction IAW Department of Defense (DoD) Unified Facilities Criteria (UFC) 1-200-01, DoD Building Code. This acquisition will comply with DoD Antiterrorism (AT) and Operations Security (OPSEC) requirements per UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings, and 4-010-06, Cybersecurity of Facility-Related Control Systems (FRCS). The design shall conform to criteria established in the AF Corporate Facilities Standards (AFCFS) and Installation Facilities Standards (IFS) but will not employ a standard facility design because there is no AF standard facility design for this acquisition and there is no applicable standard design from the AF Civil Engineer Center (AFCEC). A formal economic analysis waiver is in progress and will be completed before approval of the President's Budget. Sustainable principles, to include life-cycle cost-effective practices, will be integrated into the design, development, and construction of the project IAW UFC 1-200-02, High Performance and Sustainable Building Requirements. This includes the preparation of a life-cycle cost analysis (LCCA) for energy consuming systems, renewable energy generating systems, or when life cycle cost effective (LCCE) is selected as the reason any requirement of UFC 1-200-02 is partially compliant or not applicable. The facility contains multiple secure spaces to be constructed. Project Period of Performance: 1,200 calendar days from construction NTP. Submission Details: All interested, capable, qualified under the North American Industry Classification System (NAICS) code 236220 (Commercial and Institutional Building Construction) and responsive contractors are encouraged to reply to this market survey request. Interested PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in construction projects of similar nature as described above. Narratives shall be no longer than 12 pages. Construction/renovation of large maintenance and/or industrial facilities. Construction/renovation of facilities requiring escorting when and around secure areas. Construction/renovation of facilities on a DoD Military Installation. Construction/renovation of facilities in a DoD Restricted Area. Construction/renovation of facilities that are partially occupied. Construction/renovation of facilities that require construction phasing in order to facilitate shared occupancy. Responses will be shared with Government personnel and the project management team on a need-to-know basis, but otherwise will be held in strict confidence. PLEASE NOTE: AT THIS TIME, WE ARE ONLY INTERESTED IN RESPONSES FROM COMPANIES WHO HAVE THE ABILITY TO BE PRIME CONTRACTORS WITH BONDING CAPABILITY (SINGLE JOB) OF AT LEAST $185M. ESTIMATED CONSTRUCTION CONTRACT AWARD WILL BE THIRD QUARTER OF FISCAL YEAR 2025. Telephone inquiries will NOT be accepted.
