Site work and paving for a civil project in Amherst, New York. Conceptual plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The contract for the rehabilitation of 2.6 miles of Road (CR 45) will include preliminary design, detailed design, final design, and bid assistance. A single design phase is anticipated, however two-phase construction may be needed for this project. Road from Hopkins Road to New Road is an urban major collector and from New Road to Transit Road is an urban local roadway. This part of Road varies between a 2- and 3-lane roadway with shoulders. The project is expected to include a two-course mill and overlay of the existing roadway, complete replacement of the existing closed drainage system, curb, curb/gutter, green space snow storage, and replacement of ADA curb ramps to meet ADA and PROWAG guidance, as necessary. This scope is to be extended along Casey Road for approximately 1500 feet thus completing the previous project. Additional project elements include widening to add shoulders for approximately 1600 LF on the approaches to the North French Road (CR 299) intersection and 300 LF on the approach to the Transit Road intersection. Road from Hopkins Road to Casey Road is on the GBNRTC Regional Bicycle Master, this also includes that portion of Casey discussed above. A traffic analysis at the intersection of North French and is to be completed, specifically to address the left-hand turn lanes and widening for shoulders. The design of the drainage system must accommodate the 25-year storm per the Erie County Highway Design Manual. Utility pole relocations may be required from Hopkins Road to Casey Road and in the vicinity of the shoulder widening areas. The existing Right of Way on Road is generally 66 feet wide. Casey road right of way varies. The highway boundary for the project needs to be established through survey. The Consultant will prepare a bid package. During bidding, the Consultant will answer questions by prospective bidders, issue addenda, review bids and recommend award to the lowest responsible bidder. The Consultant will prepare an Erie County Bid Analysis. Question Deadline 07/30/2024 at 12:00 PM ET Requests for Information/clarification of this RFP must be in writing and submitted to Gina M. A list of questions and answers will be posted on the County website. No communications of any kind will be binding against the County, except for the formal written responses to any request for clarification. A possible supplemental agreement for Construction Support and Construction Inspection may be extended to the selected consultant. Construction Support would include but not be limited to: providing technical support during construction on questions relating to the design, and providing assistance in construction bid proceedings, analysis of bids, and review of shop drawings, if necessary. Construction inspection would include but not be limited to: providing on-site construction inspection and oversight to ensure the quality of construction and conformity with the final plans and specifications, and preparation of asbuilt plans. Construction services are not to be included in the cost shell included in a sealed envelope. Project schedule to assume for RFP purposes: Preliminary Design completed February 2025 Bid Construction September 2026 Event bid note: Please submit three (3) hard copies and one (1) PDF copy of your proposal on or before the date and time listed in Section D "Proposals Due" of this document. Proposal shall be submitted in a separately sealed envelope along with the RFQ/RFP. Open proposals submitted within the RFQ/RFP will not be considered.
