The City of Lake Oswego is issuing this Request for Qualifications ("RFQ") to invite qualified entities to submit a Statement of Qualifications to provide integrated design, construction, and long-term operations and maintenance services for a new wastewater treatment facility and associated infrastructure to replace the existing Tryon Creek Wastewater Treatment Plant located in north Lake Oswego, Oregon. Director of Special Projects Public Works - Engineering City of Lake Oswego sbroadus@ci.oswego.or.us . All questions about the meaning or intent of the RFQ shall be submitted through the bid site. The City of Lake Oswego and the City of Portland wish to develop a new and more efficient wastewater treatment facility (Lake Oswego Wastewater Treatment Facility) to replace the existing Tryon Creek Wastewater Treatment Plant (TCWTP) located in north Lake Oswego. The City of Portland-owned TCWTP, located at the confluence of Tryon Creek and the Willamette River, was constructed in 1964 and expanded in 1976. The plant is operated by the Portland Bureau of Environmental Services (BES). The TCWTP treats sewage collected from parts of southwest Portland, unincorporated areas of Multnomah and Clackamas counties, and the City of Lake Oswego. The plant treats an annual average daily flow of 5.7 million gallons per day (mgd) and can accommodate a peak flow of 37.5 mgd. On the average, Lake Oswego contributes approximately 70 percent of the flow volume. Treated wastewater is discharged to the Willamette River via an outfall system. Wastewater treatment operations and maintenance costs are split between Portland and Lake Oswego based on total flow treated by the plant per the 1984 Wholesale Sewer Agreement. TCWTP has a National Pollutant Discharge Elimination System (NPDES) permit to discharge treated effluent.
