The City of Laconia Public Works Department is requesting Statements of Qualifications to provide support in developing a plan to improve access to the Elm Street Elementary School for parents dropping off and picking up their children. The Consultant will investigate the current traffic situation, note the weaknesses in the network and develop alternatives to address those weaknesses. The City of Laconia reserves the right to reject any or all submissions, to waiver technical or legal deficiencies, and to accept, in part or in whole, any submission that it deems, at the discretion of the City Manager or his designee, to be in the best interest of the City. The City also reserves the right to cancel this request for qualifications at any time for any reason. Background Information :Elm Street Elementary School was built in 1968. The school is in close proximity to Elm Street, which is a major thoroughfare. Since the school was constructed, parents habits have changed, and more parents are picking up their children at school at the end of the school day. Parents typically arrive early and line up on the south bound lane on Elm Street. There are days when cars will be lined up north from the school to 607 Elm Street waiting for the school day to end. Elm Street does not have a parking or a holding lane to support this pattern and south bound traffic is crossing the double yellow enter line to get past the waiting cars. The proximity of houses and the slopes in the area make the construction of an additional lane on Elm Street problematic. The City as interim alternative considered using Washington Street for the vehicle line up area for parents picking up their children. The abutting property owners were not in support of the concept and action on that concept stopped The scope of this project involves traffic engineering services to improve drop off and pick up at Elm Street School. This study is needed to provide an understanding of the traffic concerns that currently exist and to explore methods to improve the safety during parent drop-off and pick-up times that occur daily. One of the options must include the construction of a one lane road from the City's Bond Beach access road off Bell Street to the intersection with Elm Street. The access road can be either south or north of the school. Options cannot impact the sports fields located to the rear of the school. Options cannot reduce the number of school parking spaces. The parking lot can be reconfigured as part of this project. Preliminary Engineer Phase Interim engineering study report identifying options, advantages, and disadvantages of each option with a preliminary cost for each option. The engineering firm will be expected to brief the School Board and City Council before proceeding to the next step in the study. This presentation may be to the two bodies at once or separately. Qualifications " Experience with Traffic Engineering for Schools and their neighborhoods Experience with obtaining Federal Grants to include the Transportation Alternative Program. Ability to complete the preliminary engineering phase of the project by November 1, 2024. Submission Requirements Interested firms are encouraged to submit three (3) copies of a statement of qualifications including, at a minimum, the following information which will be used to evaluate and rank all submissions: Description of the firm (i.e., size, experience, staff) and resumes of key personnel (i.e., principal-in-charge; project manager and cost estimator). Technical competence of the firm including; o Past record of performance on similar contracts. o References for similar projects designed and implemented within the last three years, specifically for the key personnel proposed. o Familiarity and understanding of the required services. Description of the firm's current workload commitments, and the firm's capacity to invest sufficient resources to fulfill requirements of service expectations. Financial stability of the firm. Statement concerning whether there is any real or perceived conflict of interest. Other information you consider pertinent to our firm's consideration. Submissions will be evaluated by a review committee and the firms determined to be the most qualified, based on the criteria listed above, will be asked to submit a proposal listing, at a minimum, their description of approach and types of services to be provided, the specific allocation of resources to each aspect of the engineering services and an estimate of cost to provide these services. Proposals will be evaluated, and interviews may be required. The review committee will then rank the firms and the Purchasing Agent will begin negotiations with the top ranked firm. Should the Purchasing Agent be unable to reach agreement on contract and price she is authorized to proceed with negotiations with the next ranked firm.
