The City of Healdsburg (City) is seeking bids for contracted asphalt maintenance and repair services. The successful Bidder will be responsible for providing removal and replacement of asphalt pavement and base material, adjustment of manholes, valve boxes and monument boxes and other such items of work as are required to complete the Project in accordance with this Contract, the Special Provisions, and Technical Specifications. For a period which shall commence as of the Effective date of the resulting contract, and which period shall terminate on June 30, 2027, unless otherwise extended for additional time in accordance with provisions of the Draft Contract herein, the Contractor shall perform the concrete work generally consisting of: removal and replacement of miscellaneous concrete curb, gutter, sidewalk, pedestrian ramps, brick pavers, and storm drain inlet hoods, in accordance with the terms and provisions of the Draft Contract herein, the Special Provisions and Technical Specifications. Anticipated Issuance of Executed Purchase Contract September 4th, 2024 Question Deadline 08/09/2024 Requests for interpretations or clarifications of the solicitation requirements should be made in writing and submitted via email to contracts@healdsburg.gov. In accordance with California Public Contract Code Section 20170, all bids must be presented under sealed cover and include one of the following forms of bidder's security in the amount of $2,500 (two thousand five hundred dollars): cash, cashier's check made payable to the City, certified check made payable to the City, or a bidder's bond. The successful bidder must submit to the City complete executed copies of all required documents within ten (10) working days of receiving written notice of award of the project. Such required documents include, but are not limited to, a payment or labor and materials bond in an amount of at least 100 percent of the amount payable by the terms of the project contract and that satisfies the requirements of California Civil Code Section 9554, and a performance bond in an amount of at least 100 percent of the amount payable by the terms of the contract. All project bonds must be executed by an admitted surety insurer in accordance with applicable law and acceptable to the City. 1. The City reserves the right to reject any or all bids, to waive any minor informalities or irregularities contained in any bid, and to accept any bid deemed to be in the best interest of the City. 2. The City may waive any immaterial defect or deviation contained in a Bid. The City's waiver will not modify the Bid or excuse the successful Bidder from full compliance with solicitation requirements. 3. Bids that do not pass the screening stage shall be rejected. In addition, the City reserves the right to reject a bid and/or to cancel an award for any reason. The work will usually be divided into work orders which will range in price between $500 and $25,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
