The City of Milwaukie (City) invites qualified firms or individuals to submit proposals to provide solar design-build services at its Public Works Campus located at 6101 SE Johnson Creek Blvd., Milwaukie, OR 97206. The work under this project is to be paid for by public funds. This is a public works project subject to the state prevailing rates of wage under ORS 279C.800 to 279C.870. Deadline for changes/clarifications/questions July 25, 2024, 2:00 p.m. PDT Term of Service The agreement resulting from this RFP will commence on or about September 18, 2024, extending through September 30, 2025. Project Background Building operations are one of the largest culprits of carbon emissions in Milwaukie, comprising of 44% of Milwaukie’s 2020 local emissions. These emissions come from the fuels and energy that are used to operate equipment, power lights and technology, and run heating and cooling systems. City’s Climate Action Plan (CAP) addresses the carbon intensity of various energy sources (electricity, methane, and other fuels) as well as energy efficiency of city buildings and assets. CAP identifies adding solar as a way to reduce emissions and promote future resilience of the community.
