As of July 24, 2025, per owner, design team has been identified. Contractor has not been selected yet as project is still in design phase. Estimated construction start date is July 2027. 1. GENERAL INFORMATION The City of San Bruno (City) provides municipal water supply to over 40,000 customers through 11,000 service connections. The City operates eight water tanks as part of its water distribution system. The City prepared a Water System Master Plan in December 2021 to identify strategies for maintaining and improving the water system performance for existing and future water demands. The Master Plan evaluated the existing water system, identified deficiencies and made recommendations to resolve system issues. Princeton Tank 4 is located approximately 120 feet northeast of the intersection between San Bruno Avenue and Princeton Drive at an elevation of approximately 330 feet. Refer to Attachment 1 for visual aids. The tank receives majority of the water from San Francisco Public Utility Commission through a 12-inch pipe connection during off-peak periods and discharges water into the distribution system through the same 12-inch pipe connection during the peak periods. The existing 1 million gallon (MG) welded-steel potable water tank rests on an oiled sand base with concrete retaining rings and is 32 feet in height with a diameter of 75 feet. This project will replace the existing steel tank with a prestressed concrete tank and appurtenance piping of the same size and location as the existing tank; replace or slip-line the associated pipelines between Pump Station 7 and Tank 4; evaluate and recommend site upgrades such as new fencing, a video surveillance system, backup power system, SCADA system integration, and grading and site improvements. 2. PURPOSE OF THIS RFP The purpose of this document is to facilitate the selection of a qualified civil engineering firm to assist with the design and construction support for the Princeton Tank 4 Replacement Project. Consultants are urged to submit concise proposals, appropriate to the scale of the project and include only items that are relevant to this specific project. The Fee Proposal shall be submitted in a separate sealed envelope marked "Fee Proposal for Princeton Tank 4 Replacement Project". The City reserves the right to reject any or all responses received from this solicitation; to extend the submission due date; or to modify, amend, reissue or rewrite this document; and to procure any or all services by other means. The City will not be liable for any costs incurred by the consulting firms' incidentals to the preparation of proposals or for developing and carrying out interview presentations, if needed.
