Site work, paving and new construction of a civil project in Gooding, Idaho. Conceptual plans call for the construction of a bridge / tunnel; for site work for a bridge / tunnel; bridge / tunnel; and water / sewer project.

The US Army Corps of Engineers, Walla Walla District is seeking interested business sources for a construction project entitled: Little Wood River Project. The construction will occur within the city limits of Gooding, Idaho. This solicitation will be issued as a 2-phase design-build request for proposals resulting in the award of a firm-fixed-price construction contract. The magnitude of construction is estimated to be between $25,000,000 and $100,000,000. 100% performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is $45.0 million. Since this project is estimated to be below the threshold, a Project Labor Agreement (PLA) is not required. This sources-sought notice is a tool to identify businesses with the interest in and capability to accomplish the work. Please respond only if you intend to propose on this project when it is solicited in the future. This is not a solicitation. Responses to this sources sought notice should include the following information: A list of no more than five current or past projects demonstrating technical experience with work of a similar nature to that listed in the Summary Scope of Work. For each project submitted, provide a brief narrative statement of the work involved, how it relates to the described herein and your firm's role in the project, the dollar value, and the completion date. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. A reference list for each of the projects submitted. Include the name, title, phone number, and email address for each reference. A statement of your firm's ability to self-perform a majority of the project (50% or more). If subcontracting, state what percentage overall will be subcontracted and what portions of the work would be subcontracted. Provide a statement of your firm's business size status (Large, Small, HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regard to the NAICS code listed above. Provide a statement that your firm intends to submit an offer on the project when it is advertised. Provide a statement of your firm's bonding capacity. A statement from your surety is NOT required. This sources sought notice is for market research and planning purposes only and is not to be construed as a commitment by the Government to pay for information submitted in response to this request. No reimbursement will be made for any costs associated with providing information in response to this notice. Respondents will not be notified of the results of the market analysis and debriefings will not be available. It is the reader's responsibility to monitor the Government Point of Entry (GPE) via beta.sam.gov Contract Opportunities for any resultant or future solicitation package(s) that may be issued. Summary of Scope of Work: Design and construct 0.9 miles of concrete channel and 8 bridges within the city limits of Gooding, Idaho. The project will replace an existing rock wall channel constructed in the 1940s. The channel depth is approximately 8 feet, and the channel width is approximately 24 feet. Fencing will be installed on top of the channel walls, and the bridges to replace include 5 vehicular bridges and 3 pedestrian bridges. Improvements to the channel bottom are not included in this project. USACE will provide a conceptual design, and the Contractor will complete the design and construct the proposed features. A survey of all project elements and features shall be conducted by the Contractor after construction to accurately capture as-built conditions. A preliminary hydraulic model will be provided in the conceptual design, and the Contractor will be responsible for completing the model using the latest version of HEC-RAS. The hydraulic model will inform the Contractor's final design to ensure stable channel hydraulics and flood risk does not increase based on the most recent FEMA Flood Insurance Rate Maps (FIRMs). Design and construction experience with concrete retaining walls and ITD-compliant bridges is required along with hydraulic modeling experience. Submitted design drawings must be in the latest version of Bentley MicroStation. Design and implementation of care and diversion of water may be required if extenuating circumstances preclude channel dewatering during construction. In-channel construction is limited to October - March. Construction may include 2 in-channel construction windows. All on-site work shall be performed in accordance with the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). The Contractor will be responsible for establishing and managing an effective on-site Safety and Health program in accordance with EM 385-1-1 that will require the development and submission of a comprehensive project specific Accident Prevention Plan for Government acceptance. In addition, the Contractor will be required to develop and submit for Government acceptance Activity Hazard Analyses for each phase of work and a project specific Fall Protection Plan that comply with EM 385-1-1. A Site Safety and Health Officer (SSHO) employed by the prime contractor shall be required for each shift of the contractor's on-site operations. The SSHO shall possess a minimum of 5-years of experience in construction safety on similar projects, shall have completed the 30-Hour OSHA Construction Safety training within the last 5-years, and shall have completed at least 24-hours of formal safety training each year for the past 5-years. The contractor will be required to perform the on-site work in compliance with Government Safe Clearance/Hazardous Energy Control Procedures. Prior to commencing on-site work, the contractor will be required to complete applicable safe clearance training for all personnel working in areas involved with Hazardous Energy Control. The project will involve the development and management of Contractor furnished submittals for items such as pre-construction plans, product data, test reports, and contract close-out documentation as required by the technical specifications of the contract. The Contractor will be required to use the Government-furnished Construction Contractor Module (referred to as QCS) of the Resident Management System (RMS) to record, maintain, and submit various information throughout the contract period. QCS is a Windows-based program that can be run on a standalone personal computer or on a network. The Government will make the QCS software available to the Contractor after contract award.
