The Town of Cheshire is seeking competitive proposals from qualified contractors for the Town's project known as On-Call Storm and Sewer Repair Services. The purpose of this RFP is to competitively procure a short list of qualified, responsible contractors to provide on-call and emergency repair services for the Town's storm and sanitary sewer infrastructure. The expected assignments, if any, would be relatively basic, short-term, and small in scale. Any non-emergency large-scale restoration, repair, or new construction project would be handled as a separate RFP and bidding process. Any contractor selected by the Town is encouraged to submit proposals to those projects, if any. The selected contractors shall respond to the Town within 2 hours of being notified of an emergency and have sufficient personnel and equipment on site within 4 hours after being notified. No work shall cease until completed by the contractor and approved by town staff. Work performed under this contract may include: o Open cut or trenchless repair or replacement of sewer pipes. o Repair or replacement of gravity sewer lines. o Repair or replacement of sanitary force mains. o Repair or replacement of sanitary manholes, or any of their components. o Repair or replacement of storm manholes or catch basins, or any of their components. o Additional tasks necessary for completion such as bypass pumping, dewatering and other associated work. o Other minor infrastructure repair, as requested by Town staff. Question Deadline 08/02/2024. Questions concerning the RFP's Documents are to be submitted in writing (including by e-mail) and directed only to: Name: Marek L. Kement, P.E., L.S. The appropriate Town representative listed above must receive any questions from proposer no later than seven (7) business days before the proposal opening date. At least four (4) calendar days prior to proposal opening, the Town will post any addenda on the Town's website at electronically. Each proposal must be accompanied by a certified check of the proposer or a proposal (bid) bond with a surety acceptable to the Town in an amount equal to at least TEN PERCENT (10%) of the proposal amount. The successful proposer shall furnish security covering the faithful performance of the Contract (the "Performance Security"). The Performance Security shall be in the form of a surety bond for the full amount of the contract, and in a form reasonably acceptable to the Town. The Performance Security shall be issued by a company licensed by the State of Connecticut that is a T List surety and has at least an "A-VIII" policyholders rating according to Best Publication's latest edition Key Rating Guide. The cost of the Performance Security shall be included in the proposal price. In addition to the Performance Security, the successful proposer shall furnish a bond covering the successful proposer's payment to its subcontractors and suppliers of all obligations arising under the Contract (the "Payment Bond"). The Payment Bond shall be (a) in the full amount of the Contract price; (b) in a form reasonably acceptable to the Town; and (c) issued by a company licensed by the State of Connecticut that has at least an "A-" VIII policyholders rating according to Best Publication's latest edition Key Rating Guide and is on the T List. The cost of the Payment Bond shall be included in the proposal price. Preliminary Notice of Award: August 27, 2024 Contract Execution: September 3, 2024 Proposals must be held firm and cannot be withdrawn for sixty (60) calendar days after the opening date. The Town reserves the right to amend or terminate this Request for Proposals, accept all or any part of a proposal, reject all proposals, waive any informalities or non-material deficiencies in a proposal, and award the proposal to the proposer that, in the Town's sole discretion and judgment, will be in the Town's best interests. Consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources.
