The purpose of the SPCCP is to comply with the Aboveground Petroleum Storage Act (APSA). The site specific SPCC Plan will be updated for this facility to satisfy the requirements set forth in Title 40, Code of Federal Regulations (CFR), Part 112. The preparation and implementation of a SPCCP applies to all aboveground petroleum storage tank facilities (non-transportation related facilities) with a cumulative storage capacity greater than 1,320 US gallons in aboveground containers or more than 42,000 US gallons in completely buried containers, which due to their location, could reasonably be expected to discharge oil in harmful quantities into or upon the waters of the United States or adjoining shorelines, such as interstate waters, intrastate lakes, rivers, and streams. The SPCCP is designed to prevent or minimize oil spills and discharges of oil into or upon the navigable waters of the United States. The main purpose of the SPCCP is to outline "preventive" measures as opposed to "reactive" measures. At least once every five years, a facility shall complete review and evaluation of their SPCCP or each time a change is made to the facility that affects the plan.
