Scope of Services Primary Objective The selected firm will provide SUE, CCTV and professional surveying services for the evaluation and assessment of the Department of Utilities’ assets. The selected firm will provide the following services: • Preliminary field investigations and reporting on existing conditions, • Subsurface utility engineering (SUE) in accordance with CI/ASCE 38-02, • Pipeline cleaning and closed-circuit television (CCTV) inspections and assessments, and reporting concerning wastewater collection facilities in accordance with National Association of Sewer Service Companies (NASSCO) standards and performed by NASSCO certified personnel, • Topographic surveys under the supervision of a surveyor licensed by the Commonwealth of Virginia for acquisition of SUE data, base mapping, asset coordinates and asset elevation data in accordance with the Department of Utilities’ horizontal and vertical accuracy standards. Secondary Objectives The selected firm may provide professional engineering and professional surveying services to: • Assist with the analysis of preliminary field investigations and CCTV inspections and assessments and reporting under the supervision of an engineer licensed by the Commonwealth of Virginia. • Perform boundary and specialty surveys and record document preparation such as property boundary description and easement and resubdivision plats, all under the supervision of a surveyor licensed by the Commonwealth of Virginia and in accordance with the applicable horizontal and vertical accuracy standards. • Perform dye and smoke testing. • Perform leak detection surveys. • Perform laser scanning of manholes and structures. • Perform lidar remote sensing services. • Provide Computer Aided Design and Drafting (CADD) services. Various locations in the metropolitan Hampton Roads area. The City intends to enter a one-year agreement with an option to extend the agreement by four (4) one-year periods at the City's option. A schedule of interim deliverable deadlines will be negotiated with the selected firm for each task assigned. Each task order shall not exceed one million dollars and the sum of all task orders performed in each year shall not exceed five million dollars.
