**As of September 26, 2024 project has been canceled due to the extension of the BEAD program. As of this time it is unknown if an when project will rebid. It is the intent of the County of Fresno (County) to engage multiple contractors under a master agreement to provide the services described herein. The purpose of this Request for Statement of Qualifications (RFSQ) is to establish a master agreement for a Qualified List of Internet Service Providers (ISPs) to enter direct solicitation with the County to pursue available grant funding to expand infrastructure and internet access in Fresno County. The County's current focus is the on the Broadband Equity, Access, and Deployment (BEAD) program. The County, through the County Administrative Office (CAO) and Internal Services Department (ISD), is seeking statements of qualifications from ISPs to build out last-mile fiber and broadband infrastructure to priority and Federal Communication Commission (FCC) identified locations within the County. Projects may be located anywhere within the geographical boundaries of Fresno County; however, projects must consider priority and eligible locations based on the BEAD program, which has specific rules and guidelines from the National Telecommunications and Information Administration (NTIA) Notice of Funding Opportunity (NOFO) and FCC mapping sources. The County's map of Priority Locations is attached to this RFSQ as Attachment A. Locations, where services may be required, include any County community with a demonstrated need for broadband services as per the NTIA BEAD NOFO technical requirements for speeds that must not be less than 100 Megabits Per Second (Mbps) for downloads and 20 Mbps for uploads. Preference will be given to ISPs that can establish symmetrical services of 100 Mbps or greater (the County prefers a technology approach meeting or exceeding 1 Gigabit Per Second (Gbps))
