The District of Columbia ("District") Department of General Services (the "Department" or "DGS"), is issuing this Request for Proposals ("RFP") to engage a contractor to serve as the Construction Manager at Risk (the "CMAR" or the "Contractor") for the HVAC and building upgrade project at the John Wilson Building (the "Building"), located at 1350 Pennsylvania Avenue, NW Washington, DC 20004 (the "Project"). Background The purpose of the Project is to resolve several issues found in the Building internally and externally. The design team, led by R. McGhee & Associates, PLLC (the "Architect/Engineer" or "A/E"), have conducted a study of the Building's HVAC and selective life safety system and recommend they be replaced/upgraded accordingly. The design team also investigated and designed a new LED lighting system to replace the existing and outdated lighting on Pennsylvania Avenue. Additionally, all punched window openings along the Building's exterior elevations are to be inspected and upgraded as necessary. Replacement of all windows will be an add-alternate as indicated in the construction documents provided hereto as Attachment A1. Replacement windows must be HPO-approved and resolve the current water leak, air draft, and heat insulation problems. The Project also includes the replacement of two (2) elevator cabs, hoist machines, motors and hoisting ropes/cables out of the seven (7) elevators. Replacement of the remaining five (5) elevator cabs, hoist machines, motors, and hoisting ropes/cables will be an add-alternate as indicated on the construction drawings.
