The project involves replacing approximately 1,850 L.F. of 4" PVC water line; gate valves; fittings; stone backfill; pavement restoration; 2-2" blow offs; 38 service connections; test holes; and traffic control. An alternate bid price to install approximately 1,450 L.F. of 4" PVC water line and 400 L.F. of 8" PVC water line shall be submitted. Each proposal shall be accompanied with a certified check or Bidder's Bond in the amount of ten percent (10%) of the proposal, in favor of the County of Armstrong OBO Kittanning Suburban Joint Water Authority. No faxed Bids will be accepted. The work for this Contract shall be completed in a maximum of 120 calendar days following issuance of a notice to proceed with the work. The County of Armstrong OBO Kittanning Suburban Joint Water Authority reserves the right to waive any informality and to accept or reject any and all bids. No Bid may be withdrawn for a period of ninety (90) days from the date of opening bids. Section 3 minimum numerical goals apply to any contractor who provides labor when a contract is greater than $100,000. The bidder must attempt to meet the minimum numerical goals of contracting at least ten percent (10%) ofthe total project construction cost to Section 3 business concerns.
